The highest daily sea surface temperatures for the year are typically reached in March. This was the case for the previous years on record going back to 1981, except for the year 2023 when the current El Niño started to emerge, resulting in the highest peak for the year occurring in August 2023. There is a 100% probability that El Niño will be present during the 3 months from February 2024 to April 2024, according to NOAA predictions updated February 26, 2024. Ocean heat content keeps rising at a rate of change that is non-linear, as illustrated by the image below, by Zack Labe.  North Atlantic The animation below, from Nahel Belgherze, illustrates how much hotter the North Atlantic has been over the past 365 days, while a big rise in temperature can be expected over the next few months, due to the change in season.  In February 2024, the temperature (at 2 meter) over the North Atlantic was 1.927°C higher than 1951-1980, as illustrated by the image below.  The map below shows the North Atlantic sea surface temperature anomaly versus 1951-1980 in February 2024.  Arctic surface air temperature The surface air temperature in the Arctic (66.5-90°N, 0-360°E) was 5.2°C above 1979-2000 on March 3, 2024, the highest anomaly on record for the time of year, as illustrated by the image below.  Arctic sea ice As the atmosphere and the oceans keep heating up, Arctic sea ice keeps declining. As illustrated by the image below, Arctic sea ice extent was 14.746 million km² on March 6, 2024.  As the above image shows, there are a few years with lower sea ice extent during this time of year than in 2024, which could be due to more water vapor in the air causing more precipitation in the Arctic. At this time of year, Arctic sea ice has typically reached its maximum annual extent and goes into steep descend until half September. With the change in seasons, more sunlight will be reaching the Northern Hemisphere and Arctic sea ice looks set for a steep decline over the next few months.  As illustrated by the above image, Arctic sea ice volume is already at a record low for the time of year, at a time when little or no sunlight is yet reaching the Arctic. Given that Arctic sea ice currently is not at a record low extent for the time of year, this indicates that the sea ice is very thin, due to ocean heat causing sea ice to melt from below. Moreover, as illustrated by the map below, much of the thicker sea ice is located off the east coast of Greenland. This sea ice and the purple-colored sea ice can be expected to melt away quickly with the upcoming rise in temperatures over the next few months, as also discussed in earlier posts such as this one.  Emissions and concentrations of greenhouse gases keep rising Meanwhile, emissions keep rising. The image below, adapted from IEA, shows the increase in energy-related carbon dioxide emissions, 1900-2023.  February 2024 CO₂ was about 425 ppm (background image below). February 2023 CO₂ was 420.3 ppm (inset right). The highest annual rise on record is about 3 ppm, reached in 1998 and in 2015/2016 (inset left).  The Threat The threat of a huge, abrupt temperature rise has been described many times before, e.g. on the Threat page that describes many elements contributing to the threat, both cumulatively and interactively, with some of the content dating back as far as 2007. Another page with more background is the Extinction page. Further illustrating the threat is the image below, adapted from Climate Reanalyzer and using a CMIP6 SSP585 model. The image shows what the temperature anomaly (at 2 meter and compared to 1851-1900) could be by 2100. Such a temperature rise may unfold much earlier when including numerous feedbacks kicking in strongly. What can strongly contribute to such a rise is that, without the buffer constituted by thicker sea ice, an influx of ocean heat threatens to destabilize hydrates contained in sediments at the seafloor of the Arctic Ocean, resulting in eruptions of huge amounts of methane.  Climate Emergency Declaration The situation is dire and the precautionary principle calls for rapid, comprehensive and effective action to reduce the damage and to improve the situation, as described in this 2022 post, where needed in combination with a Climate Emergency Declaration, as discussed at this group. While many U.S. medical organizations support gender-affirming care that can include puberty-blocking drugs, hormone treatments and surgery, GOP lawmakers argue progressive Europe is leading the way in limiting or barring access to care. “Sweden, France, Norway, and the U.K. are reversing course and asking questions,” Rep. Wesley Hunt (R-Texas) said at a House Judiciary hearing this summer. “What do their doctors know that our doctors don’t?” Numerous Republicans, including Missouri Attorney General Andrew Bailey, have also cited those countries in defending new laws banning or restricting care for minors in 21 GOP-controlled states. But a POLITICO review of the state of care for transgender people in Europe found more nuance than Republicans critics like Hunt and Bailey often portray. While Europeans are debating who should get care and when, only Russia has banned the practice. The reassessment of standards in some European countries has aimed to tighten eligibility for gender-affirming care, but also sought to expand research studies including minors. Whether Europeans maintain this approach, broaden access, or further restrict it will likely affect the contours of the debate in the U.S. “There is a lot of intentional misinterpretation in the U.S. of what is happening in Europe, and that misinterpretation is happening for ideological and political reasons,” said Kellan Baker, executive director of the Whitman-Walker Institute, which focuses on LGBTQ health policy and research. Here’s an overview of the state of transgender care in four European countries most often cited by Republican critics of gender-affirming care. United Kingdom Nowhere in western Europe is the debate over transgender care more heated than in the United Kingdom. Last July, the country’s National Health Service said it would shutter the public Gender Identity Development Service at the Tavistock clinic in London, the only provider of gender-affirming care for minors in England and Wales. The NHS cited an internal review that raised concerns that children were being referred too quickly, causing an unsustainable surge in patients. But the British haven’t banned gender-affirming care for minors and plan to open new clinics with strict eligibility criteria. What Republicans have portrayed as a rejection of treatment for children could as easily be seen as a debate about mismanagement and clinical standards. In announcing the Tavistock clinic’s closure, the NHS said it would “improve and expand services for children and young people experiencing gender incongruence and gender dysphoria” across the country. The promised new services would “ensure that the holistic needs” of patients are fully met, the health service said. After a legal battle centering on care for minors, the Court of Appeal, a rung below the Supreme Court, ruled in September 2021 that doctors, not judges, should decide whether minors may consent to gender-affirming care. For now, the NHS has delayed the closure of the clinic until March 2024, and it continues to treat existing patients, while declining new ones. NHS plans to open two new regional clinics over the next six months. According to the NHS, the new clinics will operate under strict guidelines. A multidisciplinary team that includes experts in pediatric medicine, autism, neurodisability and mental health will review cases. NHS’ England branch is also considering a draft policy limiting access to puberty-suppressing hormones to minors enrolled in research studies or in exceptional cases. France When Republicans critical of gender-affirming care make the case for restricting or banning it for minors, they also point to France. They have highlighted guidelines from the French National Academy of Medicine as evidence that even a country traditionally seen as among the most progressive in Europe is concerned about the growth of transgender care. The academy warned that the risk of overdiagnosis is real and urged care in evaluating patients. But French doctors offering transgender care said the guidelines aren’t impeding access. Children are eligible for hormone treatments with parental permission at any age and for surgical removal of breasts from age 14. However, hormones are usually prescribed around age 15 or 16 and breast surgery is usually performed after 16, said Laetitia Martinerie, a doctor in the pediatric endocrinology and diabetology department at the Robert-Debré University Hospital in Paris. Martinerie’s department was the first in France to provide care for transgender youth 10 years ago and is the largest facility of its kind in the country. The academy recommended that doctors get parents’ consent and use caution in prescribing those remedies, given possible side effects including weakened bones and sterility. The guidelines also urge the involvement of a team of doctors in relevant specialties, psychological care for the patient and clear disclosure of the ramifications of irreversible surgeries. “It has not changed anything as we were already providing multidisciplinary care,” Martinerie said. Sweden While Sweden was the first country in the world to allow people to legally change their gender in 1972, it has recently tightened its eligibility criteria for gender-affirming care for minors. But it hasn’t banned it. The debate in Sweden began to heat up in 2019, when the national broadcaster SVT aired a series raising questions about transgender care for kids. Part of the coverage focused on criticism of Stockholm’s Karolinska University Hospital for allegedly rushing children into treatment and failing to adequately consider whether they suffered from mental health problems. In May 2021, under increasing public pressure, the hospital decided that it would no longer prescribe hormones to minors and said such interventions should only be part of clinical trials. The Karolinska hospital cited a lack of evidence about the long-term consequences of treatments and a recent influx of patients, particularly teenagers whose sex assigned at birth was female. A year and a half after the Karolinska decision, the National Board of Health and Welfare, a Swedish government agency, updated its guidelines on gender-affirming care for minors. It stated that puberty blockers, hormones, and mastectomies should only be used in “exceptional cases,” as the risks are likely to outweigh the benefits. In addition, the board said, mental health care should be offered to patients when doctors are assessing them. The board recommended physicians look for a long, persistent history of gender dysphoria since childhood and distress caused by the onset of puberty. In practice, Karolinska and Sweden’s other clinics continue to have latitude to decide which cases qualify, said Edward Summanen, project manager at Sweden’s largest trans organization, Transammans. “According to our experiences, many young trans people who need gender-affirming care can access it,” Summanem said, albeit with long wait times. Norway Norway made headlines last year after one of its independent agencies recommended defining gender-affirming care for minors as “experimental.” But a year-and-a-half later, those recommendations have yet to be implemented. The guidelines proposed by the Norwegian Healthcare Investigation Board would have made it far more difficult for young trans people to receive treatment, trans organizations said at the time. So far, the Norwegian Directorate of Health, which has the authority to set formal guidelines, hasn’t adopted the board’s recommendation. The directorate has instead maintained current rules that allow children to receive puberty blockers once puberty has started and get hormone treatment starting at age 16. While surgical treatment is generally not applicable to minors, chest surgery can be approved in special cases. “There is no ongoing revision to the guidelines,” Torunn Janbu, director of specialized health care services in the Norwegian Directorate of Health, told POLITICO. In Denmark, same-sex sexual activity was legalized in 1933, and since 1977, the age of consent has been equally set to 15, regardless of sexual orientation or gender.[5] Denmark was the first country in the world to grant legal recognition to same-sex unions in the form of registered partnerships in 1989. On 2 June 2006, the Danish Parliament voted to repeal a law that banned lesbian couples from accessing artificial insemination. Discrimination against gay, lesbian, bisexual and transgender soldiers in recruitment, placement and promotion is prohibited in Denmark.[26] There are prominent openly gay military leaders in the Defence and there are no reported cases of threats to gays, morale, or national security.[27] A 2010 study indicated that gay men in the Danish Defence show strength and are respected.[28] Discrimination protections and hate crime laws Copenhagen Pride in 2008 Danish law prohibits discrimination based on sexual orientation and gender identity or expression, among other categories.[29][30] The Act on Prohibition of Unequal Treatment in the Labor Market (Danish: Lov om forbud mod forskelsbehandling på arbejdsmarkedet), adopted in 1996, defines "discrimination" as follows:[31] discrimination means any direct or indirect discrimination based on race, color, religion, political opinion, sexual orientation or national, social or ethnic origin. Gender identity or expression is not explicitly listed, but a 2015 court ruling, in which a transgender woman filed suit against her former employer for alleged discrimination, held that gender identity or expression is included in the law.[32] In 2008, the Act on the Board of Equal Treatment (Danish: Lov om Ligebehandlingsnævnet) was passed, establishing the Board of Equal Treatment. Under the Act, the Board "shall consider complaints of differential treatment on the grounds of gender, race, colour, religion or belief, political opinion, sexual orientation, age, disability, or national, social or ethnic origin".[33] In addition, Denmark possesses hate crime legislation, following amendments to the Penal Code in 2004, which provides additional penalties for crimes committed against people because of their sexual orientation.[29][34] According to a report published in August 2019, 89% of LGBT respondents reported not being discriminated against or harassed in the workplace, 78% were overall satisfied with their jobs and 69% reported being open about their sexual orientation to colleagues. Only 9% felt they could not be open about their sexual orientation, and 8% stated they had been the victim of discrimination and harassment.[35] Transgender rights See also: Legal status of transgender people The Act on Sterilisation and Castration (Danish: Lov om sterilisation og kastration), adopted in June 1929, was one of the first gender change laws in the world. Danish transgender woman Lili Elbe, who inspired the 2015 movie The Danish Girl, was one of the first identifiable recipients of sex reassignment surgery. She transitioned in Germany in 1930, and later had her sex and name legally changed on her Danish passport. The first person to successfully undertake a legal gender change in Denmark, which required undergoing sex reassignment surgery, was American Christine Jorgensen in the early 1950s.[36] She underwent an orchiectomy and a penectomy in Copenhagen in 1951 and 1952, respectively. In February 2013, a Guatemalan woman became the first transgender person to be granted asylum in Denmark because of persecution in her native country.[37] However, she was put in a facility for men, where she had been sexually assaulted several times and was initially refused. Authorities reopened the case when she proved her life would be in danger if she returned to Guatemala.[38] In June 2014, the Danish Parliament voted 59–52 to remove the requirement of a mental disorder diagnosis and surgery with irreversible sterilization during the process of a legal sex change.[39] Since 1 September 2014, Danes over 18 years of age who wish to apply for a legal sex change can do so by stating that they want to change their documentation, followed by a six-month-long "reflection period" to confirm the request.[40][41] Pending a decision by the World Health Organization (WHO) to remove gender identity disorder (GID) from its list of mental illnesses, Denmark initially postponed a unilateral change. Citing a lack of progress at the WHO, the Danish Parliament decided to remove GID from the National Board of Health's list of mental illnesses in 2016. The change came into effect on 1 January 2017.[42] It was the second country to do this, after France which did so in 2010.[43] In June 2018, the WHO replaced the diagnosis of GID with gender incongruence and reclassified it as a sexual health condition.[44][45] Besides male and female, Danish passports are available with an "X" sex descriptor.[46] Sex education Denmark has one of the most comprehensive sex education lessons in the world, which includes information on safe sex, prevention against sexually transmitted infections, abortion, contraception, puberty, sexual relationships, family life, gender and sexuality, and diversity. Sex education lessons are mandatory in all primary and secondary public schools, and also deal with other health issues, including drug use and alcohol.[47] In 1981, Gå-Ud-Gruppen ("The Outreach Group") set up supplementary sex education lessons giving information about same-sex relationships to senior classes in state schools.[48] In 2008, the Danish Family Planning Association introduced a new online nationwide campaign for sex education. By 2009, 88,300 pupils were participating.[49] Blood donation In May 2014, six Danish political parties called on Health Minister Nick Hækkerup to lift a ban on blood donations from men who have sex with men(MSM).[50][51] In August 2016, it was reported that a majority of MPs in Parliament supported lifting the ban. The Danish People's Party, the Social Democrats and The Alternative all expressed support for a proposal put forward by MP Morten Østergaard to permit blood donations by MSMs.[52] In March 2020, Denmark implemented a policy allowing gay and bisexual men to donate blood provided they have not had sex in four months.[53][54] The deferral period will be waived off if the individual is in a stable monogamous relationship.[55] LGBT rights movement in Denmark See also: LGBT social movements Participants at the 2017 Copenhagen Pride parade Rainbow flags in Aarhus, 2012 Danish LGBT advocacy groups include LGBT+ Danmark, founded in 1948 under the name Kredsen af 1948(Circle of 1948) and later changing its name to Forbundet af 1948 (Federation of 1948). The group officially registered as an association under the name Landsforeningen for homofile (National Association for Homosexuals) in 1969. The organisation's founder was Axel Axgil. Axel and his partner Eigil Axgil were the first same-sex couple to enter into a registered partnership in Denmark, and therefore the first in the world, in 1989. The first gay demonstration in Denmark occurred in 1971 to mark the two-year anniversary of the Stonewall riots. From the 1970s onwards, numerous gay bars and clubs opened, and societal acceptance began to grow. In 1974, several members of the Federation of 1948, along with members of the Red Stocking Movement, split to form their own organization, the Lesbian Movement (Lesbisk Bevægelse).[56] Other groups include Lambda, based in Odense, as well as Q-Factor, Bigruppen and Dunst. Copenhagen Pride is an annual pride event held in August in Copenhagen. It was first held in 1996 under the name Mermaid Pride, in reference to The Little Mermaid. About 25,000 people marched in the 2017 Copenhagen Pride parade, and a further 300,000 people attended and watched the event. In 2018, about 40,000 people took part in the event, with thousands more attending. Among these was Prime Minister Lars Løkke Rasmussen.[57] Apart from Copenhagen Pride, other LGBT events include Aarhus Pride, MIX Copenhagen, a film festival, and the Diversity Party Odense (Mangfoldighedsfest Odense) which was first held in 2017.[58] Public opinion A December 2006 European Union member poll by Angus Reid Global Monitor showed Danish support for same-sex marriage at 69%,[59] in third place behind the Netherlands (82%) and Sweden (71%). According to a 2013 YouGov poll, 59% of respondents thought that same-sex couples should be allowed to adopt children, while 79% believed same-sex couples should be allowed to marry.[8] The 2015 Eurobarometer found that 87% of Danes thought same-sex marriage should be allowed throughout Europe, 90% thought lesbian, gay and bisexual people should have the same rights as heterosexuals, and 88% agreed that "there is nothing wrong" about a sexual relationship between two people of the same sex.[60] The 2019 Eurobarometer found that 89% of Danes thought same-sex marriage should be allowed throughout Europe, and 90% agreed that "there is nothing wrong in a sexual relationship between two persons of the same sex".[61] The 2023 Eurobarometer found that 93% of Danes thought same-sex marriage should be allowed throughout Europe, and 93% agreed that "there is nothing wrong in a sexual relationship between two persons of the same sex".[62] Timeline17th century
Transgender rights in the United States Main article: Transgender rights in the United States Since April 11, 2022 US Passports give the sex/gender options of male, female and X by self determination.[98] Discrimination rates are very high for the transgender community and especially for transgender people of color.[99] Some frequent examples of discrimination and other forms of oppression faced by the transgender community are violence and hate crimes,[100][101] homelessness,[102] poverty,[103] sexual assault,[104][105][106] housing discrimination,[107] employment discrimination,[108] harassment,[109] bullying,[110] disproportionate rates of arrest and incarceration,[111] prison and immigration violence and mistreatment,[112] airport security humiliation,[113][114] HIV/AIDS[115] and health disparities,[116][117] governmental/bureaucratic barriers to transitioning (documents and surgery requirements),[118] economic and societal barriers to transitioning (the high costs of medical care and the frequent denial of care),[119][120] to name only a few. Some who experience exclusion from the workforce, turn to survival crimes, such as sex work, in order to have an income as a direct result of economic oppression and discrimination.[111] With the passage of the Fight Online Sex Trafficking Act (FOSTA) and Stop Enabling Sex Traffickers Act (SESTA) bills, those individuals who turn to sex work are put in more danger because they are forced to turn back to more dangerous methods of finding work, such as through pimps and working on the streets, than online forums where they were able to vet clients.[121][122][123][124][125] Frequently, the media, and politicians sensationalize transgender identities and oppression is reinforced. Aware of this trend, in 2016, a coalition of over 250 anti-sexual assault and domestic violence organizations have released a joint letter decrying the trend of portraying transgender people in restrooms as sexual predators as untrue and harmful. Likewise, GLAAD has released a media guide[126] for reporters covering restroom usage in relation to the transgender community. In 2022, over 230 anti-transgender bills were introduced in state legislatures in a coordinated national campaign to target transgender rights,[127] and over 350 in 2023.[128] Many of these bills became law. Many transgender advocates also advocate for converting single-occupant, gender-segregated restrooms into single-occupant, all-gender restrooms by simply changing the signs due to the high rates of harassment and even violence faced by the transgender community when accessing gender-segregated restrooms according to their gender expression. All-gender/gender-neutral restrooms are also beneficial to nursing mothers, parents with different-sex children, and people with disabilities.[129] Transgender advocates affirm all-gender restrooms as well as access to gendered restrooms as a matter of choice, safety, privacy, and dignity.[130] Identity documents Legal requirements each state has for altering the sex on one's birth certificate. The workaround from the original petitioning case was in limbo from 2017 to 2022 until that case (along with another joint case) was reversed in May 2022 by the original petitioner (under a sealed court order) and Missouri now requires sexual reassignment surgery to change gender.Different procedures and requirements for legal name changes and gender marker changes on birth certificates, drivers licenses, social security identification and passports exist and can be inconsistent. Many states require sex reassignment surgery to change their name and gender marker. Also, documents that do not match each other can present difficulties in conducting personal affairs - particularly those which require multiple, matching forms of identification. Furthermore, having documents that do not match a person's gender presentation has been reported to lead to harassment and discrimination. Birth certificatesU.S. states make their own laws about birth certificates, and state courts have issued varied rulings about transgender people.[131][132] Most states permit the name and sex to be changed on a birth certificate, either by amending the existing birth certificate or by issuing a new one, although some require medical proof of sex reassignment surgery to do so. Tennessee will not change the sex on a birth certificate at all, under any circumstances.[133][134][135]In February 2020, the Idaho House of Representatives passed a similar bill.[136] Oklahoma banned gender change in 2021.[137] In 2022, Montana banned gender change.[138] Drivers' licensesAs of February 2024, all U.S. States except for Kansas and Florida allow the gender marker to be changed on a driver's license, although the requirements for doing so vary by state. Often, the requirements for changing one's driver's license are less stringent than those for changing the marker on the birth certificate. For example, until August 1, 2015, the state of Massachusetts required sex reassignment surgery for a birth certificate change,[139][140] but only a form including a sworn statement from a physician that the applicant is in fact the new gender to correct the sex designation on a driver's license.[141] As of November 2019, the Commonwealth of Massachusetts no longer requires any documentation or a sworn statement from a medical doctor in order to change one's gender marker on their drivers license/state ID. In order to change the gender marker, one only needs to fill out a new drivers license/ID card application reflecting the correct information.[142] The state of Virginia had policies similar to those of Massachusetts, requiring Sex reassignment surgery (SRS) for a birth certificate change, but not for a driver's license change.[143][144] Virginia removed the requirement for surgery to change the gender marker in September 2020.[145] Sometimes, the states' requirements and laws conflict with and are dependent on each other; for example, a transgender woman who was born in Tennessee but living in Kentucky will be unable to have the gender marker changed on her Kentucky driver's license. This is due to the fact that Kentucky requires an amended birth certificate reflecting the person's accurate gender, but the state of Tennessee does not change gender markers on birth certificates at all.[146] On July 1, 2023, Kansas Senate Bill 180 went into effect, mandating that gender markers on birth certificates and driver's licenses reflect a person's sex at birth – reversing a 2019 federal equal protection lawsuit settlement which allowed birth certificates to be changed to reflect a person's gender identity.[147] In January 2024, Florida banned changing the gender marker on driver's licenses. Additionally, any person "misrepresenting" their gender would be subject to criminal and civil penalties.[148][149] In addition, a number of states and city jurisdictions have passed legislation to allow a third gender marker on official identification documents (see below). CasesIn May 2015, six Michigan transgender people filed Love v. Johnson in the United States District Court for the Eastern District of Michigan, challenging the state's policy requiring the information on a person's driver's license match the information on their birth certificate.[150][151] This policy requires transgender people to change the information on their birth certificates in order to change their driver's licenses, which at the time of filing was not possible in Tennessee, Nebraska and Ohio, where three of the plaintiffs were born, and requires a court order in South Carolina, where a fourth was born. The remaining two residents were born in Michigan, and would be required to undergo surgery to change their birth certificates.[150] The plaintiffs in the case are represented by the American Civil Liberties Union.[150][151] In November 2015, Judge Nancy Edmunds denied the State of Michigan's motion to dismiss the case.[150] PassportsThe U.S. State Department determines what identifying biographical information is placed on passports. On June 10, 2010, the policy on gender changes was amended to allow permanent gender marker changes to be made with the statement of a physician that "the applicant has had appropriate clinical treatment for gender transition to the new gender."[152] The previous policy required a statement from a surgeon that gender reassignment surgery was completed.[153] Since April 11, 2022, American passports give the sex/gender options of male, female and X by self determination.[98][154] Third gender option States with X gender markers on driver's licenses States with X designation available on driver's licenses Enters in to force in 2024 Entry date not yet finalized X designation unavailable Main article: Legal recognition of non-binary gender § United StatesAs of 2022, the U.S. federal government recognizes a third gender option on passports. Other countries including Australia, New Zealand, India, Nepal, Pakistan, Bangladesh, Germany, Malta, and Canada have begun recognizing this.[155][156][157][158][159] Third genders have traditionally been acknowledged in a number of Native American cultures as "two spirit" people, in traditional Hawaiian culture as the māhū, and as the fa'afafine in American Samoa.[160][161][162][163] Similarly, immigrants from traditional cultures that acknowledge a third genderwould benefit from such a reform, including the muxe gender in southern Mexico and the hijra of south Asian cultures.[164][165][166] On June 10, 2016, an Oregon circuit court ruled that a resident, Elisa Rae Shupe, could obtain a non-binary gender designation. The Transgender Law Center believes this to be "the first ruling of its kind in the U.S."[167] Gender-affirming care bansMain article: Legal status of gender-affirming healthcare § United States Further information: Transgender rights in the United States § HealthcareGender-affirming care for minors has been available in the U.S. for more than a decade and is endorsed by major medical associations, but it has increasingly come under attack in many conservative legislatures.[168] According to the ACLU, in 2023 alone, over 500 anti-LGBTQ bills were submitted in the US, over 130 of which were about healthcare.[169] Efforts to prohibit gender-affirming care for minors had begun several years earlier, but did not receive much attention from state legislatures until more recently.[170] The conservative organization Do No Harm was influential in developing model legislation that appeared starting in 2022 in Arkansas, Florida, Iowa, Mississippi, Montana, New Hampshire, and West Virginia legislatures.[13][171] In February 2024, the American Psychological Association approved a policy statement supporting unobstructed access to health care and evidence-based clinical care for transgender, gender-diverse, and nonbinary children, adolescents, and adults, as well as opposing state bans and policies intended to limit access to such care.[172][173] As of January 2024, 23 states had enacted some form of ban on gender-affirming care for minors, 19 of which were enacted in 2023.[174][175] However, 16 of these bans are being challenged in court as of January 2024.[176] Furthermore, only 14 of the 23 states have complete bans which are fully in effect. Five states have only partial bans and four are currently blocked from taking effect. While some states have banned all forms of medical transition, others such as Arizona, Nebraska and Georgia have banned only specific types such as hormone therapy or surgery. Six states have exceptions which allow minors who were already receiving gender affirming care prior to the ban to continue their treatments.[176] Currently, all 23 states make exceptions for puberty blockers, hormones and surgery for cisgender and intersex children.[176] Only one state, West Virginia, makes exceptions in cases of "severe dysphoria". There is also currently only one state, Missouri, that has a ban which is set to expire after a certain period of time. Nearly all states with restrictions include specific provisions with penalties for providers and 4 states include provisions directed at parents or guardians.[176] An additional 4 states include laws/policies that impact school officials such as teachers and counselors, among others.[176] At the same time, many Democrat-controlled states have gone in the opposite direction and enacted laws protecting access to gender affirming care for minors and adults. These laws, often called "shield" laws, often explicitly combine protections for gender-affirming care and abortion and cover a variety of protections including protecting both providers and patients from being punished, mandating insurance providers to cover the procedures and acting as "sanctuary states" that protect patients traveling to the state from other states that have banned such treatments among other things.[177][178] As of November 2023, 14 states and the District of Columbia have enacted "shield" laws. Of the approximately 1.6 million Americans who are transgender, about 300,000 are under the age of 18.[179] As of October 2023, approximately 105,200 transgender youth aged 13 to 17 lived in states where gender affirming care is banned for minors. However, around 26,000 of those youth are currently still able to access care in their state due to court orders that prohibit enforcement of the laws. Conversely, around 146,700 transgender youth live in states that have passed gender-affirming care "shield" laws that support access to care by protecting doctors and parents who prescribe or seek access to medical care for youth.[174] An analysis from KFF in late January 2024 estimated that 38% of trans youth between the ages of 13–17 in the United States lived in states with laws limiting youth access to gender-affirming care.[176] Bans on gender-affirming care have led some families with transgender children to flee their states.[180][181][182] THEN WE HAVE REALITY IN . . Nearly 500 pieces of legislation restricting the rights of LGBTQ people were introduced in state legislatures this year.1Over half of these bills specifically targeted transgender youth.2 Although most of these bills did not pass, state legislatures enacted new laws that impact transgender youth across the country in a variety of ways.3 At the same time, a number of states moved toward creating a more supportive and accepting environment for transgender youth. In these states, legislatures and governors enacted laws and policies that support access to health care and ban harmful practices.4 This report estimates the number of transgender youth ages 13-17 who are impacted by five types of laws and policies that gained traction across several states in 2023.5 These laws and policies include those that restrict the rights of transgender youth—gender-affirming care bans, bans on sports participation, and bathroom bans—and those that support transgender youth—gender-affirming care “shield” laws and conversion therapy bans.5 Key Findings

Abstract Features of sediment temperature on the shelf and continental slope areas of the Russian Arctic seas and its physical properties are important for understanding the current state of subsea permafrost and the gas hydrates stability zone. New data are reported for the Kara Sea region where the bottom sediment temperatures are influenced by warming effects from great Siberian rivers and the Atlantic currents. The data collected during marine expeditions in 2019–2022 are combined with results of earlier marine studies, drilling operations, and geophysical surveys in the Laptev and East Siberian seas, in order to identify major trends of in situ temperature and properties distribution of bottom sediments in the Russian Arctic region. Most (85%) of bottom sediments in the Kara Sea shelf, as well as in the Laptev and East Siberian shelves, consist of water-saturated silty clay and silt with rather uniform particle size distribution. The obtained thermal conductivity and heat capacity values for the Kara Sea sediments agree with the values of 1.0 W/(m·K) and 2900 kJ/m3, respectively, obtained previously from other Arctic seas. Thermal conductivity becomes up to 40% higher depthward from 0 to 2 m subbottom depth, possibly, because of lower moisture content and porosity in more lithified sediments. The bottom sediment temperatures in the Arctic seas are distributed unevenly, especially in the Kara Sea shelf (from +5.0 °C in the west to −1.4 °C in the east), where the high sediment temperatures in the western and central parts of the Kara Sea being due to the effect of warm water inputs. The distribution of bottom sediment temperatures correlates well with distribution of relic subsea permafrost. Ice-bearing permafrost in the Siberian Arctic shelf extends from the shoreline till sea depths of 80–100 m, within the respective offshore distances of ∼800–1000 km in some areas, but permafrost remnants may exist locally at sea depths within 120 m. Buried 100–600 m thick continuous subsea permafrost may occur in the Kara, Laptev, and East Siberian shelves under unfrozen (cryotic) saline shallow sediments. However, subsea permafrost is discontinuous and sporadic at sea depths ∼70 m and more. Thus, the bottom sediment temperature features in the Arctic seas can be used as a proxy of subsea permafrost extent contenting intrapermafrost and subpermafrost gas and gas hydrate accumulations. Introduction The Russian Arctic shelf is a rapidly developing region with good economic prospects due to rich oil and gas resources (Kontorovich et al., 2010; Gulas et al., 2017; Dziublo and Storozheva, 2021; Egorov et al., 2021) and transportation possibilities via the transshipment hub along the Northern Sea Route (Hermann et al., 2022; Makarov et al., 2022). Meanwhile, although being of great social and economic value, the Arctic shelf territory, especially its eastern part, remains poorly and unevenly investigated. Setting up comprehensive studies is problematic because of vast ice spaces, harsh weather conditions, short shipping seasons, and thus time-consuming and logistically challenging field observations. More problems are caused by the presence of subsea permafrost, which is hard to study because drilling and other surveys are risky and expensive (Kozlov, 2006; Shakhova et al., 2010a; Loktev et al., 2012, 2017; Sergienko et al., 2012; Winkler, 2018). The thickness of ice-rich subsea permafrost and the depth to its table have been constrained by a modest amount of drilling and geophysical surveys in the nearshore zone (Shakhova et al., 2014, 2017; Overduin et al., 2015, 2016; Koshurnikov et al., 2016) and numerical simulation. However, numerical models m ostly stem from unreliable input parameters (paleoclimatic scenarios, seafloor temperature variations, heat flux density, thermal parameters of sediments, etc.), depend on the resolution and quality of reference geological models, and thus provide only approximate results. The data on the thermal state, composition and properties of bottom sediments in the Russian Arctic shelf, especially its eastern sector, are limited to few publications (Grigoriev, 1966; Fartyshev, 1993; Grigoriev et al., 1996; Cheverev et al., 2007; Shakhova and Semiletov, 2007; Chuvilin et al., 2013, Chuvilin et al., 2021a, Chuvilin et al., 2021b; Günther et al., 2013), as well as the estimates of in situ bottom sediment temperatures (Shakhova and Semiletov, 2007; Loktev et al., 2012; Chuvilin et al., 2021a; Shakhova et al., 2017). On the other hand, the temperatures of near-bottom water have been recorded in various databases (e.g., NOAA World Ocean Database) and maps (Vasiliev et al., 2013; Bogoyavlensky et al., 2018, 2021; Shirokov and Vasiliev, 2019). One of the complete hydrological databases, including bottom water temperatures, has been created at the Laboratory for Arctic Research of the V.I. Il'ichev Pacific Oceanographic Institute (POI FEBRAS) as a result of about fifty oceanographic cruises over the East Siberian Arctic seas (1999–2020). Some of the results obtained in those studies were published previously (Luchin et al., 2002; Luchin and Semiletov, 2005; Semiletov et al., 2005, 2016; Shakhova et al., 2014). The bottom water temperature data are often used to infer the in situ bottom sediment temperature in the absence of measured evidence (Bogoyavlensky et al., 2018; Matveeva et al., 2020), but this extrapolation is poorly applicable to the Arctic seas. The reason is that the temperature of near-bottom water is more sensitive to such effects as seasonal air temperature variations, sea depth, offshore distance, inflow of riverine water, sea currents, etc. than the more stable temperature of sediments. The bottom sediment temperatures have important implications for the state of subsea permafrost in the Arctic shelf. Currently the greatest portion of drilling evidence for the existence of subsea permafrost comes from the Kara Sea which, along with numerical models, made basis for several maps of ice-bearing and unfrozen cryotic (t < 0 °C) sediments (Melnikov and Spesivtsev, 1995; Rokos et al., 2009; Rekant and Vasiliev, 2011; Vasiliev et al., 2011). The most detailed information was reported by Gavrilov et al. (2020a) who distinguished continuous, discontinuous, and sporadic relic permafrost offshore. The permafrost thickness varies from 0 to 100 m in the southwestern, northeastern, central, and estuary zones to 100–200 m in the northwestern part (east of 75°E) of the Kara Sea. Discontinuous permafrost in the West Yamal shelf may reach sea depths of 115 m (Portnov et al., 2013; Serov et al., 2015, 2017) while continuous permafrost is restricted to the shoreline within 20 m deep water. However, these estimates are based on a limited data sets and require updating. Although the field data on the presence of permafrost and cryotic sediments in the East Siberian Arctic Shelf (ESAS), including the Laptev Sea and the East Siberian Sea, are far insufficient, the distribution of subsea permafrost in the Laptev and East Siberian seas have been simulated in several models based on theoretical ideas of the Arctic permafrost evolution and on analogy with other Arctic territories (Romanovskii et al., 1999, 2003). The simulation results for the state of subsea permafrost were fitted to drilling data from the Dmitry Laptev Strait (Nicolsky and Shakhova, 2010). Later Nicolsky et al. (2012) provided an overview of geothermal studies in the ESAS performed over the 20th century which was used to compile a map of submarine permafrost with reference to the 1-D Transient Heat Flux (SuPerMAP) model (Overduin et al., 2019), taking into account the effect of salt diffusion on degradation of permafrost (Angelopoulos et al., 2019, 2020). Note, that the SuPerMAP model doesn't give the depth of the subsea permafrost table which is a critically important parameter for basic understanding and numerous applications. It has been accepted that reliable modeling of the current permafrost state requires true values of input parameters (seafloor temperature, thermal parameters and freezing point of sediments) specific to certain areas of the Arctic shelf. In general, subsea permafrost at the East Siberian Arctic seas (ESAS) shelf was considered to extend till sea depths of ∼80 m and to reach a thickness of 400–500 m (Romanovskii and Tumskoy, 2011; Gavrilov et al., 2020b; Matveeva et al., 2020). Additionally, there is implicit evidence that local zones of relic marine permafrost may exist in the Laptev shelf within 120 m sea depth (Chuvilin et al., 2022). The actual representative data on the state of subsea permafrost are based on drilling and logging data with electromagnetic surveys calibrated against well logs (Koshurnikov et al., 2016; Shakhova et al., 2017). The obtained field data show that the current offshore permafrost is up to 10 °C warmer than that onshore (Shakhova et al., 2014; Yusupov et al., 2022). According to electromagnetic surveys significant part of ESAS permafrost is discontinuous and contains gas and gas hydrate accumulations. In general, marine permafrost extends over large areas in the central and eastern parts of the Kara, East-Siberian, Laptev seas shelf up to 50–100 m isobath, has a thickness of several hundred meters, which degrades at a rate of about 14–18 cm per year (Koshurnikov, 2023). Warming of the ESAS began >12 thousand years (kyr) ago in the earliest Holocene after the area had been submerged as a result of sea level rise. The temperature of terrestrial permafrost in the Holocene Arctic changed as the mean annual air temperature has become 6–7 °C warmer since the last glacial maximum (Frenzel et al., 1992). Subsea permafrost has been subjected to additional warming induced by sea water which has much warmer mean annual temperatures than air in the ESAS area: −1 °C against −10 °C, respectively. Consequently, the subsea permafrost has grown up to 17 °C warmer for the last 12 kyrs (Romanovskii and Hubberten, 2001). The evolution of subsea permafrost may have multiple controls: the time when it was submerged relative to the time of emergence; thermal state and thickness of permafrost before inundation; coastal morphology and hydro- and lithodynamics; shoreline configuration and retreat rate; pre-existing thermokarst (particular landforms produced by thawing of ice-rich permafrost or melting of ground ice) and thaw lakes; temperature and salinity of bottom water; composition of sediments, including ice content, etc. (Soloviev et al., 1987; Romanovskii et al., 2004, 2005). Zones of large-scale methane venting discovered in the ESAS (Shakhova et al., 2010a, 2010b, 2014, 2019), as well as those reported from the Barents and Kara seas (Serov et al., 2015, 2017; Andreassen et al., 2017; Semenov et al., 2020), are of special interest in the context of possible climatic consequences of permafrost degradation in the shelf areas. Note that the methane seeps in the Kara Sea found earlier (Serov et al., 2015, 2017) were found inactive in 2021–2022 (our unpublished data). Monitoring of the largest vents of bubbling methane (mega-seeps) during years-long projects of comprehensive studies revealed a prominent expansion trend and the ensuing greater emission of methane, a major greenhouse gas, into the atmosphere (Shakhova et al., 2015; Chernykh et al., 2020). The massive methane release from the ESAS discovered in the early 2000s (Shakhova et al., 2010a, 2010b) contradicts the idea of stable subsea permafrost (Romanovskii et al., 2005; Pachauri and Meyer, 2014). Until recently, the thermal state and stability of the ESAS subsea permafrost–hydrate system were estimated mainly by means of modeling, which allowed for two basic degradation mechanisms of subsea permafrost. Fist mechanism is associated with warming effect from permafrost bottom to above by heat coming from deep fault zones (Soloviev et al., 1987; Romanovskii et al., 2005; Shakhova and Semiletov, 2009; Baranov et al., 2019; Bogoyavlensky et al., 2022). The other mechanism from permafrost table degradation is result of seawater transgression, loss of sea ice and increasing inputs of warm river flow waters (Semiletov et al., 2005, 2016; Shakhova and Semiletov, 2007; Shakhova et al., 2014, 2019). So, the methane emission is controlled by the current thermal state of the subsea permafrost along with environmental factors that affect the stability of both permafrost and gas hydrates (Shakhova and Semiletov, 2009; Shakhova and Semiletov, 2009; Lobkovskiy, 2020). This inference is consistent with the results of physical modeling showing high sensitivity of gas hydrates in shallow subsea permafrost to external effects (especially, temperature changes). Therefore, they can dissociate already at temperatures 1–2 °C below the freezing point of pore ice (Chuvilin et al., 2019), while the frozen and intrapermafrost hydrate-bearing sediments become more permeable and can no longer seal the methane released by the hydrate dissociation, despite the presence of pore ice (Chuvilin et al., 2021b). This fact undermines the idea of a solid permafrost lid over the subsea gas reservoirs. With the amount of CH4 preserved in the ESAS shallow sediments and the thawing rates of subsea permafrost (Shakhova et al., 2017), CH4 emission can increase in several times. Today there is another point of view about the current state of subsea permafrost in the Arctic seas, which is based on the analysis and interpretation of marine seismic data by JSC MAGE (Marine Arctic Geological Expedition, Russia) obtained in the period 2007–2016 (Bogoyavlensky et al., 2023). According to the presented results, the distribution of subsea permafrost on the shelf of the Laptev and East Siberian seas is significantly less than other scientists suggest, due to its more significant degradation (approx. 60%). Thus, the presence of subsea permafrost approximately corresponds to the 60 m isobath and characterizes ∼81% of the Laptev Sea shelf territory, and ∼38% of the East Siberian Sea shelf (only its western part). The results of Bogoyavlensky et al. (2023) do not exclude the presence of local sporadic relict permafrost up to 100–120 m isobaths in the Laptev and East Siberian seas. Additionally, it was hypothesized that, as a result of significant degradation of subsea permafrost (about 60% has been already degraded) and its high negative temperature, it should not be expected a large amount of residual permafrost hydrates, and even more so, their significant contribution to the global climate during further degradation of the Arctic shelf permafrost. But in this case, the potential thickness of frozen sediments and the depth of ice-bearing subsea permafrost table are not considered as well as evolution of the hydrate stability zone. It is currently assumed that the methane emitted by the Arctic seas of Russia is a mix of biogenic and thermogenic origin (Sapart et al., 2017), but more recent evidence from methane seeps in the Laptev shelf suggests prevalence of the deep gas source (Steinbach et al., 2021). Additional data from the northern Laptev Sea shelf confirm that the methane seeps are located within zones of warmer bottom sediment temperatures possibly associated with high heat flux from deformed crust along basement faults (Chuvilin et al., 2022). Unlike the Laptev Sea area, the zones of methane seepage in the East Siberian Sea are free from temperature sediment anomalies, though the gas emitted from the two areas is compositionally similar (δ13C from −59.6 to −56.7‰ VPDB) may be of the same origin (Chuvilin et al., 2022). The absence of warmer sediments in the methane venting zones of the East Siberian Sea shelf can be explained by a greater thickness of subsea permafrost (according to Romanovskii and Tumskoy (2011)) and younger ages of the seeps. The activity of the East Siberian Sea younger seeps may have been too short to melt out permeable gas chimneys of sufficient sizes and numbers, whereas the older seeps in the Laptev Sea have already produced large permeable zones. This vision is additionally confirmed by the fairly rich methane-oxidizing benthic fauna (Pogonophore) on the Laptev Sea shelf seep areas (analogically to methane seep areas in the Kara Sea presented by Malakhov et al., 2023), and the almost complete absence of methanotrophic organisms in the East Siberian younger seeps (our unpublished data). In this respect, further studies with focus on the lateral patterns of sediment temperatures and properties in the shelf and continental slope areas of the Russian Arctic seas are essential for understanding the current state of subsea permafrost and the stability of gas hydrates. These studies are especially important for the Kara Sea which is exposed to the warming effect of both great Siberian rivers (Ob and Yenisei) and the Atlantic waters flowing through the Kara Gate strait from the Barents Sea to the southwestern Kara Sea (southern current). Note that the northern Barents Sea current into the Kara Sea from the area north of the Northern cape of Severnaya Zemlya carries low-temperature water (<0 °C), which may prevent the subsea permafrost from degradation in the central Kara shelf. On the other hand, the warm Fram branch of the Atlantic current affects considerably the temperature patterns of bottom sediments in the St. Anna Trench and along the Eurasia and North America continental slopes. The new data show that the three currents influence the extent and thickness of permafrost in the Kara shelf and complicate the understanding of its evolution and state. The obtained data on bottom sediment temperatures in the Kara Sea indicate on earlier uncounted warming effect from three Atlantic currents reported before (Lien and Trofimov, 2013; Dmitrenko et al., 2014; Osadchiev et al., 2022). Section snippets Study area and methods The reported study was part of marine surveys in the Kara Sea during the 86th and 90th cruises of the R/V Akademik Mstislav Keldysh (Russia) (Fig. 1a), with a focus on sediments at sea depths from 18 m to 640 m. Additionally, sampling and measurements were performed in the zones of the Kara Sea where seabed methane seeps and methane emission were observed during previous during drilling operations (Loktev et al., 2012, 2017; Portnov et al., 2013) and at the junction of the Fram Strait and In situ bottom sediment temperatureThe current state of subsea permafrost in the Kara shelf has been poorly understood as it may include sporadic, discontinuous, or continuous permafrost zones. The available data of marine surveys show strong temperature variations in the bottom sediments depending on geographic location and sea depth (Table 1; Fig. 2, Fig. 3). The bottom sediment temperatures were the warmest (+3.0 to +5.0°С) in the southwestern part of the Kara Sea, near the western coast of the Yamal Peninsula, being affected Discussion The temperatures of bottom sediments in the Kara Sea collected in the course of R/V cruises are unevenly distributed: positive (up to +5.0оС) in the western part and negative (to −1.4 оС) in the east. The warm temperatures in the western Kara Sea result from the effect of warm Atlantic currents coming from the Barents Sea through the Kara Gates Strait to the southwestern part of the Kara Sea and also from the northwestern part of the Barents Sea and the continental slope to the St. Anna Trench Conclusions The reported data confirm that the bottom sediment temperatures in the Arctic seas are distributed unevenly, especially in the Kara Sea shelf (from +5.0 °C in the west to −1.4 °C in the east). A section of the Arctic Ocean seafloor that holds vast stores of frozen methane is showing signs of instability and widespread venting of the powerful greenhouse gas, according to the findings of an international research team led by University of Alaska Fairbanks scientists Natalia Shakhova and Igor Semiletov. The research results, published in the March 5 edition of the journal Science, show that the permafrost under the East Siberian Arctic Shelf, long thought to be an impermeable barrier sealing in methane, is perforated and is starting to leak large amounts of methane into the atmosphere. Release of even a fraction of the methane stored in the shelf could trigger abrupt climate warming. "The amount of methane currently coming out of the East Siberian Arctic Shelf is comparable to the amount coming out of the entire world's oceans," said Shakhova, a researcher at UAF's International Arctic Research Center. "Subsea permafrost is losing its ability to be an impermeable cap." Methane is a greenhouse gas more than 30 times more potent than carbon dioxide. When the organic material (which contains carbon) stored in permafrost thaws, it begins to decompose and, under anaerobic conditions, gradually releases methane. These releases can be larger and more abrupt than those that result from decomposition. The East Siberian Arctic Shelf is a methane-rich area that encompasses more than 2 million square kilometers of seafloor in the Arctic Ocean (NOT INCLUDING THE AREA FROM THE BARENTS SEA TO THE LAPTEV SEA). It is more than three times as large as the nearby Siberian wetlands, which have been considered the primary Northern Hemisphere source of atmospheric methane. "If it further destabilizes, the methane emissions may not be teragrams, it would be significantly larger." Shakhova notes that the Earth's geological record indicates that atmospheric methane concentrations have varied between about .3 to .4 parts per million during cold periods to .6 to .7 parts per million during warm periods. Current average methane concentrations in the Arctic average about 1.85 parts per million, the highest in 400,000 years, she said. Concentrations above the East Siberian Arctic Shelf are even higher. The East Siberian Arctic Shelf is a relative frontier in methane studies. The shelf is shallow, 50 meters (164 feet) or less in depth, which means it has been alternately submerged or terrestrial, depending on sea levels throughout Earth's history. During the Earth's coldest periods, it is a frozen arctic coastal plain, and does not release methane. As the Earth warms and sea level rises, it is inundated with seawater, which is 12-15 degrees warmer than the average air temperature. "It was thought that seawater kept the East Siberian Arctic Shelf permafrost frozen," Shakhova said. "Nobody considered this huge area." "This study is a testament to sustained, careful observations and to international cooperation in research," said Henrietta Edmonds of the National Science Foundation, which partially funded the study. "The Arctic is a difficult place to get to and to work in, but it is important that we do so in order to understand its role in global climate and its response and contribution to ongoing environmental change. It is important to understand the size of the reservoir--the amount of trapped methane that potentially could be released--as well as the processes that have kept it "trapped" and those that control the release. Work like this helps us to understand and document these processes." Earlier studies in Siberia focused on methane escaping from thawing terrestrial permafrost. Semiletov's work during the 1990s showed, among other things, that the amount of methane being emitted from terrestrial sources decreased at higher latitudes. But those studies stopped at the coast. Starting in the fall of 2003, Shakhova, Semiletov and the rest of their team took the studies offshore. From 2003 through 2008, they took annual research cruises throughout the shelf and sampled seawater at various depths and the air 10 meters above the ocean. In September 2006, they flew a helicopter over the same area, taking air samples at up to 2,000 meters (6,562 feet) in the atmosphere. In April 2007, they conducted a winter expedition on the sea ice. They found that more than 80 percent of the deep water and more than 50 percent of surface water had methane levels more than eight times that of normal seawater. In some areas, the saturation levels reached more than 250 times that of background levels in the summer and 1,400 times higher in the winter. They found corresponding results in the air directly above the ocean surface. Methane levels were elevated overall and the seascape was dotted with more than 100 hotspots. This, combined with winter expedition results that found methane gas trapped under and in the sea ice, showed the team that the methane was not only being dissolved in the water, it was bubbling out into the atmosphere. These findings were further confirmed when Shakhova and her colleagues sampled methane levels at higher elevations. Methane levels throughout the Arctic are usually 8 to 10 percent higher than the global baseline. When they flew over the shelf, they found methane at levels another 5 to 10 percent higher than the already elevated Arctic levels. The East Siberian Arctic Shelf, in addition to holding large stores of frozen methane, is more of a concern because it is so shallow. In deep water, methane gas oxidizes into carbon dioxide before it reaches the surface. In the shallows of the East Siberian Arctic Shelf, methane simply doesn't have enough time to oxidize, which means more of it escapes into the atmosphere. That, combined with the sheer amount of methane in the region, could add a previously uncalculated variable to climate models. "The release to the atmosphere of only one percent of the methane assumed to be stored in shallow hydrate deposits might alter the current atmospheric burden of methane up to 3 to 4 times," Shakhova said.
