Fallon/AFP via Getty Images Sep 12, 2023 - Energy & Environment NOAA: 2023 worst year on record for billion-dollar disasters The U.S. has sustained 373 weather and climate disasters since 1980 where overall damages/costs reached or exceeded $1 billion (including CPI adjustment to 2023). The total cost of these 373 events exceeds $2.655 trillion. 2023 in Progress… In 2023 (as of December 8), there have been 25 confirmed weather/climate disaster events with losses exceeding $1 billion each to affect United States. These events included 1 drought event, 2 flooding events, 19 severe storm events, 1 tropical cyclone event, 1 wildfire event, and 1 winter storm event. Overall, these events resulted in the deaths of 482 people and had significant economic effects on the areas impacted. The 1980–2022 annual average is 8.1 events (CPI-adjusted); the annual average for the most recent 5 years (2018–2022) is 18.0 events (CPI-adjusted).  2023 In Review: Climate disasters claimed 12,000 lives globally in 2023 Save the Children Posted 20 Dec 2023 LONDON/GENEVA, 20 December 2023- At least 12,000 people - 30% more than in 2022 - lost their lives due to floods, wildfires, cyclones, storms, and landslides globally in 2023, according to a new analysis from Save the Children. [1] In around 240 such climate-related events recorded in 2023, international disaster database EM-DAT recorded a 60% rise in the number of deaths from landslides, a 278% increase in deaths from wildfires and a 340% increase in deaths from storms between 2022 and 2023, driven in large part by the devastating death toll in Libya from the floods that resulted from Storm Daniel in September. Extreme weather events are becoming more frequent and severe as a result of the climate crisis. Save the Children’s analysis of EM-DAT data also underlines how the world’s low income countries have borne the brunt of the climate crisis in 2023, with over half of the people killed in 2023 being from low income or lower-middle income countries [2], and almost half (45%) of those killed (5,326) from countries responsible for less than 0.1% of the world’s emissions according to the EU’s Emissions Database for Global Atmospheric Research (EDGAR). Kelley Toole, Global Head of Climate Change at Save the Children said: “The analysis clearly shows how the climate crisis disproportionately affects those who have done least to cause it and are least able to withstand its most damaging effects, further entrenching inequality, poverty, and displacement. The thousands of deaths from extreme weather events this year are a particularly stark example of the huge impact that climate change has on children, families, and communities. Climate disasters leave children homeless, out of school, hungry and fearful that floods, storms, and wildfires will take the lives of their loved ones. We need to significantly scale up climate finance and make it more responsive to children’s needs, including for loss and damage. An agreement to ‘transition away’ from fossil fuels at COP28 is a step in the right direction but falls short of the rapid fossil fuel phase-out desperately needed to secure a just transition for children globally.” 2023 was marked by a number of cataclysmic climate disasters for children and their families. Cyclone Freddy brought destruction to Madagascar, Malawi, and Mozambique in February, before striking Mozambique for a second time in March. The cyclone, one of the longest-lived tropical cyclones on record, killed upwards of 1,400 people across the region, displaced thousands and destroyed over 1,600 schools in Mozambique and Malawi, disrupting the learning of hundreds of thousands of children. In Madagascar, schoolgirls Anjo, 11, and Juliana, 6, were among the children who missed out on learning after the cyclone destroyed their schools. Save the Children helped the girls with school supplies to help them return to school. Anjo said: "All my notebooks got wet and damaged during the cyclone. I am now keen to go to school, thank you very much for the school bag and the school kits. Juliana’s father has been out of work due to the extreme weather and the damage. **Juliana said: **“As a result, we are not eating well enough. Save the Children gave me a schoolbag, pens, pencils, erasers, and notebooks. Not only that but also money to my mother. After that, the quality of the food improved, and I am motivated to go to school.” In Pakistan, almost 200 people, almost half of them children, were killed in rain-related incidents during the monsoon season which began in late June, according to ECHO and UN reports. This year’s rains have amplified a still challenging situation for communities following the mega floods of 2022, which were some of the worst in the country’s history. Almost 500 children lost their lives in last year’s devastating deluge. While better forecasting, disaster preparedness and management have over the last century reduced the number of people who die from weather-related disasters, the number of global extreme weather events has increased five-fold over the past 50 years according to the World Meteorological Organization. Modelling research by Vrije Universiteit Brussel released by Save the Children found that a child born in 2020 will experience on average seven times more heatwaves in their lifetime than someone born in 1960, twice as many wildfires, and nearly three times the exposure to river floods, crop failures and droughts. In the U.S., an unprecedented heat wave gripped much of Texas and the Southwest with highs well over 100 degrees Fahrenheit (37.8 Celsius) for the entire month of July. Historic rainfall in April flooded Fort Lauderdale, Florida, with 25 inches of rain in 24 hours. A wave of severe storms in July sent water pouring into cities across Vermont and New York. Another powerful system in December swept up the Atlantic coast with hurricane-like storm surge and heavy rainfall. The West Coast started and ended the year with flooding and mudslides from atmospheric rivers, and California was hit in August by a tropical storm – an extremely rare event there. Wildfires ravaged Hawaii, Louisiana and several other states. And Canada’s worst fire season on record sent thick smoke across large parts of North America. El Niño played a role, but global warming is at the root of the world’s increasing extreme weather. So, how exactly is global warming linked to fires, storms and other disasters? I am an atmospheric scientist who studies the changing climate. Here’s what you need to know. Dangerous heat waves and devastating wildfires When greenhouse gases, such as carbon dioxide from vehicles and power plants, accumulate in the atmosphere, they act like a thermal blanket that warms the planet. These gases let in high-energy solar radiation while absorbing outgoing low-energy radiation in the form of heat from the Earth. The energy imbalance at the Earth’s surface gradually increases the surface temperature of the land and oceans. The Weather of Summer 2023 Was the Most Extreme Yet Even compared to the intensifying severe-weather events of recent years, this season was exceptional, marked by historic heat, wildfires, and storms. Scientists say the extreme heat, combined with other weather phenomena, contributed to this summer’s epic ocean storms, wildfires, flooding, and droughts. In North America and Europe, such heat would have been “virtually impossible” had humans not warmed the planet with fossil fuel emissions, according to World Weather Attribution, a group of scientists who analyze how climate change influences extreme weather. Experts warn that continued burning of fossil fuels will result in temperatures that break this year’s heat records, which have imposed widespread health and economic costs. In the United States, China, Europe, North Africa, and the Middle East, temperatures set records, with lethal consequences for some of those unable to escape the heat. June through August marked the world’s hottest three-month period in recorded history, and the average global temperature in July was more than 2°F (1.1°C) hotter than last century’s average, according to the United States’ National Oceanic and Atmospheric Administration (NOAA). “The dog days of summer are not just barking, they are biting,” UN Secretary-General António Guterres said. “Climate breakdown has begun.”  In many parts of the world, extreme heat has been accompanied by high humidity, which can cause dangerous rises in body temperature and cardiovascular strain. In the United States and the Middle East, the “wet-bulb” temperature, a measure of heat which includes humidity, reached levels scientists consider potentially deadly. For elderly people and people with underlying conditions, high temperatures and humidity can be especially dangerous. The human impact of this summer’s heat is not yet fully known, but researchers estimate that last year’s less severe heat wave in Europe killed sixty thousand people. In the Netherlands, this year’s high temperatures coincided with a 5 percent increase in excess mortality. Meanwhile, economists warn of the threat to growth. Some research has found that extreme heat is already costing the U.S. economy $100 billion annually, a price tag that could increase to $500 billion by 2050. These figures only take into account productivity lost when it is too hot to work, but extreme heat can also diminish crop yields, decrease tourism, raise health-care and energy costs, and damage infrastructure. A 2022 study by scientists at Dartmouth College found that extreme heat caused between $5 trillion and $29.3 trillion in global economic losses from 1992 to 2013. Unprecedented fires raged in the summer’s extreme conditions. In its worst-ever season, Canada doubled its previous record for carbon emissions from wildfire, according to the European Union’s Copernicus Atmosphere Monitoring Service. In Europe, Greece recorded its most intense burst of wildfire emissions ever. And in the Pacific, a blaze in Maui, Hawaii, became the deadliest U.S. wildfire in more than a century.  Hotter temperatures create drier conditions, allowing fires to ignite more easily, spread faster, and burn more intensely. This summer’s conflagrations incinerated tens of millions of acres in the United States, Algeria, Canada, and Greece, exposing hundreds of millions of people to potentially toxic airborne particles. Plumes of smoke generated by wildfires diminished air quality for hundreds of miles. Smoky haze from wildfires in Quebec and Ontario reached more than one hundred million Americans in the northeast, midwest, and mid-Atlantic, contributing to the worst-ever air pollution for dozens of U.S. cities. Fires burning in the Pacific Northwest as of September 2023 could have the same effect for the western United States. Wildfires threaten both public health and economic prosperity. The risk of a fatal heart attack doubles when extreme heat overlaps with poor air quality, according to the American Heart Association. In 2017, the U.S. government’s National Institute of Standards and Technology estimatedthe annual economic burden of wildfires to be between $71.1 and $347.8 billion in the United States alone. Sea temperatures also broke records this summer, with NOAA estimatingthat more than 40 percent of the world’s oceans are experiencing a so-called marine heat wave. The average global ocean surface temperature reached an all-time high. Crucial ecosystems are at risk; coral bleaching off the coast of Florida began months earlier than usual and triggered fears of an ecologically destabilizing mass die-off. Bigger storms and accelerating sea-level rise continue to threaten coastal communities and the global economy. Without climate change adaptation, flood damage from rising sea levels could cost [PDF] up to $50 trillion annually across the world, or about 4 percent of global gross domestic product (GDP), according to the Organization for Economic Cooperation and Development (OECD).  Like rising air temperatures, ocean warming is predominantly caused by human activity; oceans absorb up to 90 percent of the heat generated by greenhouse gas emissions. According to a 2018 study [PDF] by the United Nations’ Intergovernmental Panel on Climate Change, higher ocean temperatures accounted for half the sea-level rise seen over the past fifty years. The United Nations calls higher sea levels a “threat multiplier” that can engender more dangerous hurricanes, typhoons, and floods. And even without storms, rising seas make flooding more likely. NOAA estimates that “sunny day” flooding now occurs twice as frequently in the United States as it did in 2000. Hot temperatures have spurred record precipitation across the globe. The deadliest-ever Mediterranean cyclone dropped record rainfall in Libya, overwhelming dams and causing catastrophic flooding; more than three thousand people have died with thousands more still missing.* In India, monsoon rains killed more than one hundred people. And in the United States, heavy rainfall caused Vermont’s worst floods in a century, while parts of Kentucky recorded their highest-ever totals for twenty-four-hour rainfall, according to NOAA. Overall, the summer’s flooding caused billions of dollars in damages. Meanwhile, countries such as Chile and those in the Horn of Africa are facing their worst droughts in decades. (Extreme heat can worsen droughts by speeding evaporation, which reduces surface waters and dries out soil.) Like higher sea levels, droughts can exacerbate other severe weather events. Drier soil is less absorbent, making flooding more frequent and destructive. It can also increase the risk of wildfires by up to 80 percent, according to a study by the American Geophysical Union. Almost every country has signed the 2015 Paris Agreement, which seeks to limit global temperature increase to “well below” 2°C (3.6°F) above preindustrial levels. Experts say avoiding the worst impacts of climate change will require limiting that increase to 1.5°C (2.7°F) at most. But with heat-trapping emissions continuing to climb globally, scientists say the world will pass that benchmark in the next few years. July 2023 marked the first full month to exceed the 1.5°C limit while most of the world’s population experienced summer conditions, offering a preview of a world overheating. “Never has the destructive force of climate change revealed itself so widely across the globe,” CFR senior fellow Alice C. Still, there are measures that can mitigate the effects of extreme heat. These include creating natural disaster early-warning systems, increasing shade coverage in urban areas, developing climate-adaptive crops, strengthening insurance coverage, increasing the availability of air conditioners, and investing in climate-resilient infrastructure. While this investment can carry large up-front costs, many economists believe it can save money in the long run by limiting the fallout from disasters. Meanwhile, some South American countries are expanding protections for the Amazon Rainforest, a massive carbon sink that absorbs about one-quarter of all the greenhouse gasses pulled from the atmosphere. Efforts to grapple with the crisis in global fora continue, with experts calling for greater coordination between large emitters. “It is not clear how progress on mitigation at the scale and speed now needed is possible without coordination between China and the United States—the leading sources of greenhouse gases,” writes CFR senior fellow David P. Fidler. World leaders are expected to discuss climate action in September 2023 at the United Nations’ Climate Ambition Summit, where they will present updated targets for reaching net-zero emissions, even as energy-exporting countries including the United States scale up fossil fuel production. The UN Global Stocktake report, released ahead of the summit, points out that countries have made some progress toward meeting climate goals, but it urges greater ambition as carbon continues to build in the atmosphere. And at the yearly UN climate conference in December (known as the twenty-eighth Conference of the Parties, or COP28), leaders are expected to discuss initiatives to reduce the consequences of extreme heat, including by expanding access to sustainable cooling technologies and infrastructure. *A previous version of this piece cited numbers from the United Nations that have since been revised downward. “That might not sound like a lot, but the margin for most global records is on the order of a hundredth of a degree or two,” said NOAA Chief Scientist Sara Kapnick. “Last month was way, way warmer than anything we’ve ever seen.” July is typically the hottest month of the year, but July 2023 was hotter than any year since at least 1880, the agency said. “We have now seen 47 consecutive Julys that are above the 20th century average,” Kapnick said. Next year is likely to be even hotter. “We’re anticipating that not only is 2023 going to be possibly a record warm year, but we anticipate that 2024 will be warmer still,” said Gavin Schmidt, director of NASA’s Goddard Institute for Space Studies in New York. Schmidt said bathtub-like temperatures in the North Atlantic Ocean are part of an El Niño climate pattern that makes surface waters unusually warm. While El Niño began in June, its effects aren’t typically felt for several months. NOAA estimates there is more than a 95% chance that El Niño will continue through the winter and into next spring. Already 40% of the ocean is experiencing a marine heatwave — a trend that is likely to continue into at least the fall. El Niño can temporarily warm the globe by 0.1 degree Celsius — the equivalent to the expected warming over a ten-year period, NOAA said. “A year like this gives us a glimpse of how rising temperatures and heavier rains can impact our society and stress critical infrastructure,” Kapnick said. “It’s important to remember that these years will be cool by comparison with the middle of the century if we continue to warm our planet with greenhouse gas emissions.” NASA and NOAA are coordinating research to help stave off the worst effects of climate change. While most people think of NASA as a space agency, it has more than 20 instruments in space that provide precise readings on everything from air pollution and mineral dust to methane emissions and the elevations of lakes, rivers, streams and reservoirs. That data is now being used to develop practical solutions to Earth-bound problems, according to NASA Administrator Bill Nelson. “The last nine years are the warmest on record,” Nelson said Monday. “Mother nature is sending us a message, and that message is we better act now before it’s too late to save our climate. In other words, to save our planet.” NASA is helping farmers by providing them with information on the moisture content of their soil to help them save money on irrigation. It’s also providing data on disease detection in trees to help prevent wildfires. It’s currently working with the city of Los Angeles on a reflective pavement project to bring down temperatures in so-called urban heat islands, where dark asphalt otherwise absorbs heat. “All of the data that NASA collects is publicly available,” said NASA Chief Scientist and Senior Climate Advisor Kate Calvin. “We’re working to make it easier to use so that people can understand what’s happening in their communities and help plan for the future.” Dec 28, 2023
2024 may be the hottest year in recorded history 2024 may be even hotter than the "gobsmackingly" hot 2023, which featured extreme — and often deadly — weather and climate events around the globe. Why it matters: A hotter 2024 would lend credence to the hypothesis that global warming is accelerating. "If things follow the normal pattern, 2024 should be a bit hotter than 2023. But 'the normal pattern' may not exist anymore," said Andrew Dessler, a climate scientist at Texas A&M University.
The big picture: The combination of human-caused global warming from the burning of fossil fuels for energy, along with deforestation, plus other factors like a naturally occurring El Niño, have boosted 2023's record warmth, stunning many in the scientific community.
Where it stands: There is a strong El Niño event in the tropical Pacific Ocean. Such phenomena feature warmer-than-average ocean temperatures near the equator, particularly from the Central Pacific eastward, along with shifts in weather patterns that can reverberate globally.
The intrigue: Deke Arndt, who heads NOAA's National Centers for Environmental Information (NCEI), likens the course of human-caused and naturally variable warming to riding an escalator.
Context: Typically, El Niño events have a time delay, with their biggest influence on global average temperatures coming a few months after ocean temperatures peak.
Yes, but: Michelle L'Heureux, NOAA's top El Niño forecaster, told Axios this one may fade next spring and give way to a La Niña event — which would feature cooler than average waters in the same regions of the Pacific.
What they're saying: Gavin Schmidt, who heads NASA's Goddard Institute for Space Studies in New York, estimates that 2024 temperatures will eclipse 2023's records. He based this on long-term trends and the intensity of the El Niño conditions predicted during December through February.
Of note: Since this is the first year of the strong El Niño, one would expect next year to see the temperature peak. It could make this year analogous to 2015, for example, with the record broken in 2016, climate scientist Zeke Hausfather says.
The bottom line: "The only really important question is, 'How many more years like this we have to have before the reality of how bad climate change is breaks into the public's consciousness?'" asked Dessler, of Texas A&M.
