Juneteenth Live Updates: Trump Issues Veiled Threat to Protesters Before Tulsa Rally

President Trump’s warning to protesters added divisive rhetoric to a Juneteenth holiday that is serving as a moment of national reflection over the country’s racist history.

The Louisville, Ky., police are moving to fire one of three officers involved in the death of Breonna Taylor, Mayor Greg Fischer announced on Friday.

Trump issues thinly veiled threat to protesters in Tulsa.President Trump on Friday morning issued a thinly veiled threat to individuals who want to protest his campaign rally scheduled for Saturday evening in Tulsa, Okla., adding divisive rhetoric to a Juneteenth holiday that is serving as a moment of national reflection over the country’s racist history.

“Any protesters, anarchists, agitators, looters or lowlifes who are going to Oklahoma please understand, you will not be treated like you have been in New York, Seattle, or Minneapolis,” Mr. Trump wrote on Twitter. “It will be a much different scene!”

In his tweet, Mr. Trump drew no distinction between peaceful protesters, whose right to assemble and speak out is protected by the First Amendment, and violent looters, some of whom were responsible for vandalism and fires that broke out during mass protests across the country where tens of thousands of people took to the streets to express outrage over the killing of George Floyd.

Even though the tweet made no such distinctions, Kayleigh McEnany, the White House press secretary, told reporters on Friday that the president did not mean to threaten peaceful protesters. “What he was meaning are violent protesters,” Ms. McEnany said.

Mr. Trump issued his threat on Juneteenth, a holiday that celebrates the end of slavery in the United States and that has taken on added significance for many Americans this year.

His return to campaign mode comes as the country grapples with its racist history, a legacy of violence that is painfully significant in Tulsa, the site of a 1921 race massacre in which up to 300 people were killed and hundreds of homes and businesses were destroyed when a white mob attacked the historic black neighborhood.

The rally also comes as coronavirus cases are rising in Tulsa and Oklahoma, and as public health officials issued warnings about the dangers of bringing together a large crowd indoors.

Mr. Trump’s threats, both on Twitter and off, often amount to little more than bluster. He did not follow through, for an example, on a threat to send in the military if state officials did not quell protests themselves.

A spokeswoman for the Tulsa Police Department said it would not comment on the president’s tweet. “We are allowing citizens to exercise their First Amendment rights in a peaceful manner,” she said.

On Thursday, Mayor G.T. Bynum signed an order imposing a three-night 10 p.m. curfew in the area around the BOK Center, where the rally is to be held, stating that the city was expecting crowds “in excess of 100,000 people in the vicinity of the rally.”

Mr. Bynum, a moderate Republican mayor who is friendly with the Trump campaign, has said he is “grateful” Tulsa was chosen as the host city for Mr. Trump’s comeback rally. He said the order was put in place because he had received information that showed that “individuals from organized groups who have been involved in destructive and violent behavior” elsewhere were planning to travel to Tulsa “for purposes of causing unrest around the rally.”

Everybody is sick': ICU nurse quits after almost two dozen staff members test positive for virus

"Everybody is sick," ICU nurse Stefanie Davis told local outlet CBS 12. "We don't have enough people to take care of the patients and we're concerned about patient safety. And yet when we voiced those concerns, it's like nothing ... like you're silenced."

Davis, who left her job at Bayfront Health in St. Petersburg, Florida, told the outlet that many fellow nurses are out sick with the virus. She claims there are more than 14 ICU nurses out sick alone, while CBS says that, according to an internal memo, there are actually 21 staff members who have tested positive for the virus since the middle of May. 

Davis reportedly sent a letter to the hospital asking for additional personal protective equipment (PPE), claiming that nurses use N-95 masks until they’re “soiled,” broken, or five shifts are up. She tells the outlet that nurses are also taking on three patients unlike the usual two, and that, “It makes you feel like a nonperson like disposable, just like the mask.”

Davis is far from alone in her concerns about health care workers not getting adequate PPE while facing COVID-19. In fact, she isn’t even the only person to quit her job over it. For example, Kelly Stanton, a nurse in the Washington, D.C., area, told NBC News that she ended up quitting after 28 years as a nurse. Why? “In the end,” she told the news outlet. “I could not accept that I could be responsible for causing one of my family members to become severely ill or possibly die." She added to the outlet that nurses were being asked to reuse masks. By late March, the changes in safety regulations were too much to bear, and she resigned.

One Missouri nurse resigned after reportedly being told she couldn’t use an N-95 mask she purchased herself while working with patients. The nurse, who asked to remain anonymous, told local outlet KMOV 4: "I walked into work with my mask on and my boss said I had to take it off. I told her I would not take it off or I would quit.”

Arizona, Texas, Florida again report record-high COVID-19 cases

Arizona, Texas and Florida are all reporting record-high single-day increases in COVID-19 cases, surpassing previous records set just a few days ago.

The three states all reported their highest new case numbers yet on Thursday and Friday, worrying public health experts that the outbreaks there are growing out of control.

“These are on the cusp of getting out of control," former Food and Drug Administration chief Scott Gottlieb said Thursday on CNBC. "I think these states still have a week or two to take actions to try to get these under control," he said, describing the rising cases as "outbreaks."

Arizona reported 3,246 new COVID-19 cases Friday morning, surpassing the record-high of 2,519 new cases reported the day before.

Texas reported 3,516 new COVID cases Thursday evening, an increase from the previous record-high of 3,129, which was reported Wednesday.

In Florida, 3,822 new cases were reported Friday, the highest single-day increase for the state, beating a record set Thursday of 3,207 new cases.

Governors in those states have largely attributed increases in cases to increases in testing, but public health experts note that the percentage of tests coming back positive is also increasing, a sign of a growing outbreak.

Gov. Ron DeSantis (R-Fla.) acknowledged the increased positivity rate Friday in a news conference, attributing it to "discrete outbreaks." 

​"As you test more, you find more," he said. 

"That's something basically we've believed from the beginning," but he added that the positivity rate is increasing more among young people.

"I think that we've started to see some erosion in social distancing from probably some of the younger population," he said. 

Hospitalizations are also increasing in both Arizona and Texas, another sign of an outbreak. Florida doesn't release information on daily hospitalizations.

Californians required to cover their faces in ‘most settings outside the home’

California’s health department announced Thursday that the state’s roughly 40 million residents must cover their faces in “most settings outside the home." California embraced especially strict measures the same day it reported record-high new coronavirus infections.

Meanwhile, mask mandates continue to generate controversy around the country. The governor of Nebraska said any local government that requires masks in its offices and courts would not get federal coronavirus funding allocated by the Cares Act. However, the mayor of Orange County, Fla., announced plans to sign an executive order that requires every person to wear a mask starting Saturday.

Novel coronavirus caseloads continue to surge across the South and West. Arizona announced 2,519 new cases on Thursday morning, Florida announced 3,207, and California reported 4,084. All are new highs. Coronavirus hospitalizations in Arizona have doubled since Memorial Day, with public data showing inpatient beds across the state at 85 percent capacity.

Oklahoma reported a huge spike in new coronavirus cases on Thursday as the Trump campaign prepared for a Saturday rally in Tulsa. There are 450 new confirmed cases in Oklahoma, the state reported, the highest one-day total since its previous record, set Wednesday, of 259 cases.

So far, more than 116,000 people are reported to have died of the virus in the United States, with more than 2.1 million cases diagnosed.

Here are some significant developments:

• President Trump called coronavirus testing “overrated” and suggested in a recent Wall Street Journal interview that some people wear masks not as a health precaution but to signal their disapproval of him.
• In a video interview with The Washington Post, Anthony S. Fauci, the nation’s top infectious diseases expert, said it’s too early to start talking about the second wave because the first one hasn’t ended yet.
• The NFL season is in jeopardy, Fauci said on CNN. “Unless players are essentially in a bubble … it would be very hard to see how football is able to be played this fall,” he said. Elsewhere, 13 players from the University of Texas tested positive for the virus.
• Prime Minister Justin Trudeau said Canada will begin testing a “completely voluntary” mobile app that will alert people if they’ve been exposed to someone who has tested positive for the virus. The worldwide coronavirus death toll has passed 448,000, while nearly 8.4 million cases have been reported.
