FRIDAY, FEBRUARY 7, 2025 Carbon dioxide reaches record high The daily average carbon dioxide (CO₂) at Mauna Loa, Hawaii, was 428.60 parts per million (ppm) on February 6, 2025, the highest daily average on record. The previous record high was 428.59 ppm on April 26, 2024. To find higher levels, one needs to go back millions of years (see inset).  CO₂ typically reaches its annual maximum in May, so even higher levels can be expected over the next few months.  The above image, from an earlier post and discussed here, has a trend added based on August 2009 through July 2024 data. Ominously, the trend points at 430 ppm CO₂ getting crossed in February 2025, which would constitute a jump of 10 ppm in two years time (from ~420 ppm in February 2023 to ~430 ppm in February 2025).  According to NOAA, annual CO₂ at Mauna Loa was 421.08 ppm in 2023, and 424.61 ppm in 2024, a rise of 3.53 ppm and the highest annual growth on record. Monthly CO₂ was 422.80 in January 2024, and 426.65 ppm in January 2025, a rise of 3.85 ppm. The high growth in CO₂ indicates that emissions of carbon dioxide are increasing while carbon sinks are weakening at the same time. The above image and the image below are both part of an analysis of NOAA data discussed here, as part of an earlier post. The image below shows a trend, based on 2015-2024 annual data, pointing at 1200 ppm CO₂ getting crossed in the year 2032.  The above trend illustrates that the clouds tipping point could get crossed in early 2032 due to rising CO₂ alone, which on its own could push temperatures up by an additional 8°C. The clouds tipping point is actually at 1200 ppm CO₂e, so when growth of other greenhouse gases and further mechanisms are taken into account, the tipping point could be crossed much earlier than in 2032, possibly as early as in 2026, as discussed in an earlier post. Climate Emergency Declaration The situation is dire and the precautionary principle calls for rapid, comprehensive and effective climate action to reduce the damage and to improve the situation, as described in this 2022 post, where needed in combination with a Climate Emergency Declaration, as discussed at this group. Where Trump policies and Project 2025 proposals match up By Melissa Quinn February 3, 2025 / 5:02 PM EST / CBS News Washington — As Project 2025 became a major talking point for Democrats in making the case for why voters should deny President Trump a second term in the White House last year, Mr. Trump repeatedly distanced himself from the initiative spearheaded by the Heritage Foundation, a conservative think tank, saying during the campaign that he had "nothing to do with Project 2025," had not read it and didn't intend to read it. But as Mr. Trump has begun implementing aspects of his second-term agenda through a flurry of executive orders and directives, many of the plans he has rolled out so far closely align with those detailed in Project 2025's playbook, which lays out ways to overhaul the executive branch. Overseen by the Heritage Foundation, Project 2025 was a multi-pronged initiative that was designed to provide a roadmap for the next Republican president, now Mr. Trump. On the campaign trail, the president called some of the proposals detailed in its more than 900-page book "abysmal" and said he knew nothing about it, though CBS News analysis showed many of its proposals were similar to his own. The authors of some of the policy book's chapters served in his first administration and will be serving in his second. Russ Vought, Mr. Trump's pick to lead the Office of Management and Budget, is expected to be confirmed by the Senate soon, and John Ratcliffe is in place as CIA director. Paul Dans, who served as the director of Project 2025 but left his post in July, said of Mr. Trump's actions so far that they were a testament not only to the initiative's efforts, but also the readiness of the conservative movement in preparing for the next administration. "They're home runs," he said of the president's plans. "They are in many cases more than we could have even dared hope for." Some of Mr. Trump's actions taken in his first days in office reinstate measures he put in place during his first term that were revoked by President Biden. But in other instances, Mr. Trump's executive actions echo the policies outlined in the pages of Project 2025's policy blueprint. Redirecting federal aid under FEMA to the states After trips to western North Carolina and Southern California last week, Mr. Trump established a review council to advise him on the ability of the Federal Emergency Management Agency, or FEMA, "to capably and impartially address disasters occurring within the United States." The council will also advise the president on recommended changes related to FEMA, his order states. Western North Carolina was devastated by Hurricane Helene last fall, and parts of Southern California were destroyed by deadly wildfires that hit the area earlier this month. Mr. Trump's action comes after he suggested that he could "get rid" of FEMA and leave disaster response management to the states. "That's what states are for, to take care of problems," he said last week. Project 2025's sweeping book of policy proposals calls for "reforming FEMA emergency spending to shift the majority of preparedness and response costs to states and localities instead of the federal government." It also urges Congress to change the cost-sharing arrangement so the federal government covers 25% of the costs for small disasters and up to 75% for "truly catastrophic disasters." Currently, for Public Assistance, which provides financial and direct assistance to state and local governments for disaster response and recovery work, FEMA covers a minimum of 75% of costs, and the president can increase the federal cost-share at his discretion, according to a 2023 report from the Congressional Research Service. The recommendation follows a warning from Project 2025's authors that FEMA is "overtasked, overcompensates for the lack of state and local preparedness and response, and is regularly in deep debt." Additionally, it states that since passage of the Stafford Act in 1988, which gave the president powers to "alleviate the suffering and damage" caused by disasters, the number of declared federal disasters has risen drastically as costs were shifted from state and local governments to the federal government. Project 2025's book also calls on Congress to end preparedness grants for states and localities. "DHS should not be in the business of handing out federal tax dollars: These grants should be terminated," it states. Ending diversity, equity and inclusion practices The president frequently rails against diversity, equity and inclusion, or DEI, practices, and he signed an executive order on the day he returned to the White House ending all DEI programs within the federal government. Mr. Trump claimed in his order that DEI policies can violate federal civil rights laws and shut out Americans "who deserve a shot at the American dream" because of their race or sex. Project 2025's policy book calls for the next conservative president to delete a variety of terms, including DEI, abortion and gender equality "from every federal rule, agency regulation, contract, grant, regulation, and piece of legislation that exists." It also calls for the "DEI apparatus" at a variety of agencies to be dismantled. Targeting PBS and National Public Radio Brendan Carr, head of the Federal Communications Commission, informed the heads of National Public Radio and PBS in a letter Thursday that the agency had opened an investigation into the airing of their programming across their roughly 1,500 broadcast member stations, according to the New York Times. Those stations are licensed by the FCC to operate, but are limited to operating as noncommercial educational broadcast stations. These stations, or NCEs, are exempt from licensing fees and operate on a specific "reserved" frequency band. Federal law prohibits these noncommercial educational broadcast stations from commercial advertisements. In his letter, Carr wrote that he is "concerned that NPR and PBS broadcasts could be violating federal law by airing commercials. In particular, it is possible that NPR and PBS member stations are broadcasting underwriting announcements that cross the line into prohibited commercial advertisements." Carr also said that he also does not see a reason for Congress to continue approving federal dollars for NPR and PBS "given the changes in the media marketplace." Carr authored the section of Project 2025's policy book that deals with the FCC, but another portion of the blueprint urges Congress to defund the Corporation for Public Broadcasting, which provides grants to NPR and PBS. According to Project 2025, "stripping public funding would, of course, mean that NPR, PBS, Pacifica Radio, and the other leftist broadcasters would be shorn of the presumption that they act in the public interest and receive the privileges that often accompany so acting." The outlets should therefore no longer be qualified as noncommercial educational broadcast stations, according to the book. "NPR and PBS stations are in reality no longer noncommercial, as they run ads in everything but name for their sponsors," the blueprint states. "They are also noneducational. The next president should instruct the FCC to exclude the stations affiliated with PBS and NPR from the NCE denomination and the privileges that come with it." Whether Carr ultimately decides to take that step as a result of his investigation remains to be seen.
Freezing federal assistance One of Mr. Trump's first actions as president was to establish the Department of Government Efficiency, an entity that is housed within the executive branch and run by billionaire Elon Musk. The body aims to cut regulations and spending and restructure federal agencies. On the heels of that move, the White House's Office of Management and Budget, or OMB, issued a two-page memo late Monday that ordered a freeze on grant, loan or federal assistance programs implicated by Mr. Trump's executive orders, which would allow his administration "time to review agency programs and determine the best uses of the funding for those programs consistent with the law and the president's priorities." "The use of federal resources to advance Marxist equity, transgenderism, and green new deal social engineering policies is a waste of taxpayer dollars that does not improve the day-to-day lives of those we serve," OMB acting Director Matthew Vaeth said in the memo. The memo sparked widespread confusion and prompted concerns about whether programs providing meals for the elderly, pre-school funding for low-income children and medical research would be impacted by the order. On Wednesday, the White House said it was rescinding the memo but maintaining the funding pause "to end any confusion" created by a federal court order temporarily pausing implementation of the freeze. Mr. Trump's pick for director of OMB, Russ Vought, authored the section of Project 2025's policy book covering the Executive Office of the President, which includes the agency he has been tapped to lead. In it, he likens the budget office to an air-traffic control system for the president "with the ability and charge to ensure that all policy initiatives are flying in sync and with the authority to let planes take off and, at times, ground planes that are flying off course." The memo may be aimed at sparking a legal challenge to the Impoundment Control Act, a 1974 law that limits the president's ability to unilaterally freeze certain funds appropriated by Congress, and in most cases requires the president instead to ask Congress to rescind spending legislation Vought said during his confirmation hearing last week that Mr. Trump believes the law is unconstitutional, and he agrees with that assessment. In Project 2025's policy blueprint, Vought also wrote the director of OMB must have "sufficient visibility into the deep caverns of agency decision-making," and can achieve this by ensuring political appointees on his staff sign off on apportionments of funding authorized by Congress. Vought cited a 1870 law known as the Anti-Deficiency Act, which prohibits federal agencies from spending federal dollars in advance and requires funding be doled out in installments. "This process, whereby agencies come to OMB for allotments of appropriated funding, is essential to the effective financial stewardship of taxpayer dollars," he wrote. "OMB can then direct on behalf of a president the amount, duration, and purpose of any apportioned funding to ensure against waste, fraud, and abuse and ensure consistency with the president's agenda and applicable laws." Mr. Trump's pick to lead OMB has advocated for the White House to take aggressive steps to cut federal spending. He wrote the director should not be afraid to wield apportionments "on behalf of the president's agenda" and be willing to "defend the power against attacks from Congress." During Vought's first stint as OMB director, the agency withheld roughly $214 million in security assistance to Ukraine. The Government Accountability Office later found the budget office had violated the Impoundment Control Act when it withheld the aid, and the House launched impeachment proceedings that accused the president of conditioning the assistance to Ukraine on its president announcing investigations that would benefit him politically. Restricting gender-affirming care for minors Mr. Trump issued an executive order on Tuesday that bars the use of federal funds for gender-affirming care — puberty blockers, hormone therapy and surgical procedures — for people under the age of 19. Called "Protecting Children from Chemical and Surgical Mutilation," the order directs certain executive agencies to take steps to ensure medical institutions that receive federal grants "end the chemical and surgical mutilation of children." It also instructs the secretary of defense to take regulatory action to exclude gender-affirming care for minors from insurance coverage provided by TRICARE, the Defense Department's health care program, and federal employee health benefit programs. Mr. Trump's order directs the head of the Department of Health and Human Services to withdraw March 2022 guidance on gender-affirming care. Project 2025's chapter on the Department of Health and Human Services calls for its Office of Civil Rights to "remove all guidance issued under the Biden administration concerning sexual orientation and gender identity," including the March 2022 document. The book generally criticizes gender-affirming care as causing "irreversible physical and mental harm to those who receive them" and argues there is a lack of evidence surrounding it. Revoking security clearances for the former intelligence officials who signed a letter on Hunter Biden's laptop Mr. Trump took executive action to start the process of revoking the security clearances of dozens of former intelligence officials who signed a letter in 2020 claiming emails found on a laptop owned by Hunter Biden bore the hallmarks of a Russian disinformation campaign. Project 2025 also proposed stripping former intelligence officials of security clearances, in a section on the intelligence community authored by Dustin Carmack, who worked at the Office of the Director of National Intelligence during Mr. Trump's first term. "The president should immediately revoke the security clearances of any former directors, deputy directors, or other senior intelligence officials who discuss their work in the press or on social media without prior clearance from the current director," he wrote. Stripping civil servants of employment protections Among the slew of actions Mr. Trump took on his first day back in the White House was to reinstate an executive order issued during his first term that created "Schedule F in the Excepted Service." The order creates a new employment category for many career civil servants, effectively stripping them of employment protections. The order states that in recent years, "there have been numerous and well-documented cases of career federal employees resisting and undermining the policies and directives of their executive leadership." "Principles of good administration, therefore, necessitate action to restore accountability to the career civil service, beginning with positions of a confidential, policy-determining, policy-making, or policy-advocating character," Mr. Trump's order reads. The order makes some minor changes to the president's prior measure from October 2020. But it notably adds a section that states that while employees in these new "Schedule Policy/Career Positions," are not required to personally or politically support the current president or his policies, they are "required to faithfully implement administration policies to the best of their ability, consistent with their constitutional oath and the vesting of executive authority solely in the president." Failure to do so is grounds for termination of employment, Mr. Trump's executive order states. Project 2025 repeatedly calls for Mr. Trump's Schedule F proposal to be reinstated. Reinstating service members who refused COVID-19 vaccines The president earlier this week issued an order directing the secretaries of Defense or Homeland Security to reinstate all service members, both active-duty and reserve, who were discharged after refusing to receive the COVID-19 vaccine. (The vaccine requirement was lifted in 2023.) His order also states they should be reverted to their former rank and receive full back pay, benefits, bonus payments or compensation. The Project 2025 blueprint's section on the Defense Department, authored by Chris Miller, calls for the next administration to "reinstate servicemembers to active duty who were discharged for not receiving the COVID vaccine, restore their appropriate rank, and provide back pay." Miller served as acting defense secretary in the final weeks of Mr. Trump's first term. His chief of staff, Kash Patel, has been tapped by the president to lead the FBI. Transgender military ban During his first four years in the White House, Mr. Trump prohibited transgender people from serving in the military. President Biden repealed that ban, but the president earlier this week issued an order that effectively bars transgender people from serving in the armed forces and withdraws his predecessor's order. Mr. Trump's executive order states that "expressing a false 'gender identity' divergent from an individual's sex cannot satisfy the rigorous standards necessary for military service." Identifying as transgender, it continues, "conflicts with a soldier's commitment to an honorable, truthful, and disciplined lifestyle, even in one's personal life." "It is the policy of the United States Government to establish high standards for troop readiness, lethality, cohesion, honesty, humility, uniformity, and integrity. This policy is inconsistent with the medical, surgical, and mental health constraints on individuals with gender dysphoria," the president's order states. "This policy is also inconsistent with shifting pronoun usage or use of pronouns that inaccurately reflect an individual's sex." Project 2025 calls for a reversal of policies "that allow transgender individuals to serve in the military. Gender dysphoria is incompatible with the demands of military service." A hiring freeze On his first day in the White House, Mr. Trump issued a memorandum freezing hiring of federal civilian employees. Positions that were vacant as of his inauguration at noon on Jan. 20 should also not be filled, he said. The order was part of his plans to reduce the size of the federal workforce, also a recommendation made in the Project 2025 policy roadmap. The book, though, warns that while "reducing the number of federal employees seems an obvious way to reduce the overall expense of the civil service," prior attempts to do by presidents of both parties "did not lead to permanent and substantive reductions in the number of nondefense federal employees." Instead, Project 2025 suggests a "freeze on all top career-position hiring to prevent 'burrowing-in' by outgoing political appointees." Withdrawing from World Health Organization Mr. Trump withdrew the U.S. from the World Health Organization in 2020 due to what his first administration said was a mishandling of the COVID-19 pandemic. Biden reversed that decision when he took office, and Mr. Trump rolled back that move on his first day back in the White House. His latest order directed the secretary of state to inform the secretary-general of the United States and World Health Organization leadership of the U.S. decision to withdraw from the group. Project 2025, too, criticized the World Health Organization of its handling of the pandemic. "The manifest failure and corruption of the World Health Organization (WHO) during the COVID-19 pandemic is an example of the danger that international organizations pose to U.S. citizens and interests," its book states. It said that when institutions act contrary to U.S. interests, the government "must be prepared to take appropriate steps in response, up to and including withdrawal." Sending active-duty troops to the southern border Immigration was the topic of several executive actions taken by Mr. Trump on the first day of his presidency, including one order that assigns troops "the mission to seal the borders and maintain the sovereignty, territorial integrity and security of the United States." The chapter of Project 2025's blueprint that covers the Department of Homeland Security was authored by Ken Cuccinelli, who served in the first Trump administration, and it, too, sees a role for the Defense Department in securing the U.S.-Mexico border. The Pentagon, Cucinelli writes, should "explicitly acknowledge and adjust personnel and priorities to participate actively in the defense, including using military personnel and hardware to prevent illegal crossings between ports of entry and channel all cross-border traffic to legal ports of entry." A section on the Justice Department urges the next administration to "take a creative and aggressive approach" to tackling criminal organizations at the southern border. "This could include use of active-duty military personnel and National Guardsmen to assist in arrest operations along the border — something that has not yet been done," Project 2025's chapter on the Justice Department states. Limiting refugee admissions As of Monday, entry into the U.S. by refugees under the U.S. Refugee Admissions Program was suspended in accordance with an order by Mr. Trump on Jan. 20. His directive also orders the secretary of Homeland Security to suspend decisions on applications for refugee status. Mr. Trump has claimed that during the Biden administration, the U.S. has been "inundated" with high levels of migration, including through the Refugee Admissions Program. Project 2025, too, blames the Biden administration for overseeing what it says was a "collapse" of U.S. border security and immigration enforcement. To address this "crisis," Project 2025 calls for "rightsizing refugee admissions." "The federal government's obligation to shift national security–essential screening and vetting resources to the forged border crisis will necessitate an indefinite curtailment of the number of USRAP refugee admissions," its chapter on the State Department reads. The policy book calls for the State Department bureau that administers the Refugee Admissions Program to shift resources to challenges "until the crisis can be contained and refugee-focused screening and vetting capacity can reasonably be restored." The world has been getting hotter for decades but a sudden and extraordinary surge in heat has sent the climate deeper into uncharted territory – and scientists are still trying to figure out why. Over the past two years, temperature records have been repeatedly shatteredby a streak so persistent and puzzling it has tested the best-available scientific predictions about how the climate functions. Scientists are unanimous that burning fossil fuels has largely driven long-term global warming, and that natural climate variability can also influence temperatures one year to the next. But they are still debating what might have contributed to this particularly exceptional heat surge. Experts think changes in cloud patterns, airborne pollution, and Earth's ability to store carbon could be factors, but it would take another year or two for a clearer picture to emerge. "Warming in 2023 was head-and-shoulders above any other year, and 2024 will be as well," said Gavin Schmidt, director of the NASA Goddard Institute for Space Studies, in November. "I wish I knew why, but I don't," he added. "We're still in the process of assessing what happened and if we are seeing a shift in how the climate system operates." As fossil fuel emissions have risen to record highs in 2023, average sea surface and air temperatures have curved upwards in a consistent, decades-long warming trend. But in an unprecedented streak between June 2023 and September 2024, global temperatures were unlike anything seen before, said the World Meteorological Organization – and sometimes by a considerable margin. The heat was so extreme it was enough to make 2023 – and then 2024 – the hottest years in history. "The record global warmth of the past two years has sent the planet well into uncharted territory," Richard Allan, a climate scientist from the UK's University of Reading, told AFP. What occurred was "at the limit of what we would expect based on existing climate models", Sonia Seneviratne, a climatologist from ETH Zurich in Switzerland, told AFP. "But the overall long-term warming tendency is not unexpected" given the amount of fossil fuels being burned, she added.  Difficult to explain Scientists said that climate variability could go some way to explaining what happened. 2023 was preceded by a rare, three-year La Nina phenomenon that had a strong cooling effect on the planet by pushing excess heat into the deep oceans. This energy was released back to the surface when an opposite, warming El Nino event took over in mid-2023, boosting global temperatures. But the heat has lingered even after El Nino peaked in January. Temperatures have not fallen as fast as they rose, and November was still the second-warmest on record. "It is difficult to explain this at the moment," said Robert Vautard, a member of the UN's climate expert panel IPCC. "We lack a bit of perspective. "If temperatures do not drop more sharply in 2025, we will really have to ask ourselves questions about the cause," he told AFP.  Jury out Scientists are looking for clues elsewhere. One theory is that a global shift to cleaner shipping fuels in 2020 accelerated warming by reducing sulphur emissions that make clouds more mirror-like and reflective of sunlight. In December, another peer-reviewed paper looked at whether a reduction in low-lying clouds had let more heat reach Earth's surface. At the American Geophysical Union conference this month, Schmidt convened scientists to explore these theories and others, including whether solar cycles or volcanic activity offered any hints. There are concerns that without a more complete picture, scientists could be missing even more profound and transformational shifts in the climate. "We cannot exclude that some other factors also further amplified the temperatures… the verdict is still out," said Seneviratne. Scientists this year warned that Earth's carbon sinks – such as the forests and oceans that suck CO2 from the atmosphere – had suffered an "unprecedented weakening" in 2023. This month, the US National Oceanic and Atmospheric Administration said the Arctic tundra, after locking away C02 for millennia, was becoming a net source of emissions. Oceans, which have acted as a massive carbon sink and climate regulator, were warming at a rate scientists "cannot fully explain", said Johan Rockstrom of the Potsdam Institute for Climate Impact Research. "Could this be a first sign of a planet starting to show a loss of resilience? We cannot exclude it," he said last month. As warmer water flows into the Arctic Ocean, Arctic sea ice loses volume, which diminishes its capacity to act as a buffer that consumes ocean heat entering the Arctic Ocean from the North Atlantic. This means that a lot of incoming ocean heat can no longer be consumed by melting the sea ice from below, and the heat will therefore contribute to higher temperatures of the water of the Arctic Ocean. 
As said, rising temperatures come with many feedbacks, and they can contribute strongly to the further acceleration of the temperature rise. Another feedback is more water vapor ending up in the atmosphere, as illustrated by the image below.  The above image shows the average daily precipitable water anomaly on February 2, 2025. More water vapor is another self-reinforcing feedback, since water vapor is a potent greenhouse gas that further accelerates the temperature rise. There are many further mechanisms that are driving up, if not accelerating the temperature rise. A Blue Ocean Event is often defined as crossing a tipping point that is crossed when sea ice falls below 1 million km² in extent. Doesn't it make more sense to look at sea ice area, rather than at sea ice extent? Antarctic sea ice area was 1.05 million km² on Feb 22, 2023, and was 1.72 million km² on Feb 2, 2025. Why Trump tariffs will be ‘very bad for America and for the world’ Steven Greenhouse Fri 31 Jan 2025 07.10 EST If enacted tariffs will increase inflation, slow economic growth, and result in US consumers footing the bill As Donald Trump threatens to slap steep tariffs on many countries, he is boasting that his taxes on imports will be a boon to the US economy, but most economists strongly disagree – many say Trump’s tariffs will increase inflation, slow economic growth, hurt US workers and result in American consumers footing the bill for his tariffs. “Virtually all economists think that the impact of the tariffs will be very bad for America and for the world,” said Joseph Stiglitz, an economics professor at Columbia University and a winner of the Nobel prize in economic sciences. “They will almost surely be inflationary.” Biggest US trading allies brace for a ‘game of chicken’ with Trump’s tariffs On inauguration day, Trump threatened to impose a 25% across-the-board tariff on all imports from Canada and Mexico on 1 February “because”, he said, “they’re allowing vast numbers of people” to “come in, and fentanyl to come in”. Trump also threatened China with a 10% tariff unless its stops fentanyl shipments, while he maintained his longer-term threat of a 60% tariff on Chinese goods. “It’s inconceivable that other countries won’t retaliate,” said Stiglitz, who was chairman of Bill Clinton’s council of economic advisers. “Even if some of the governments might not want to retaliate, their citizens will demand that you can’t allow yourself to be beaten up. When you make like a gorilla thumping on his chest, are countries just going to say, ‘Are we chopped liver?’ Their politics will demand that they do something.” The tariffs, tensions and fears of retaliation and a trade war will probably cause many businesses to reduce their planned investments, and that, economists say, will hurt economies worldwide. Marcus Noland, executive vice-president of the Peterson Institute for International Economics, said: “The impact of imposing these tariffs,” will “have the effect of depressing US economic growth, contributing to a higher rate of inflation, and those effects will be worse if the other countries retaliate in kind”. Trump insists that his aggressive trade policies will be a win-win for Americans. On inauguration day, the White House issued his “America First Trade Policy” memo, saying: “I am establishing a robust and reinvigorated trade policy that promotes investment and productivity, enhances our nation’s industrial and technological advantages, defends our economic and national security, and–above all–benefits American workers, manufacturers, farmers, ranchers, entrepreneurs and businesses.” But many economists say this is wishful thinking, predicting that, if implemented, Trump’s tariffs will injure many US manufacturers, farmers and workers. Jim Stanford, a prominent Canadian economist who was long the top economist for Canada’s auto workers’ union, warned that if Trump imposes 25% tariffs on Canada, it would badly damage the US and Canadian auto industries. “The Canadian and US auto industries have been intertwined for 60 years,” Stanford said. “What happens if they put a 25% tariff on all the auto parts and products coming from Canada and Mexico? Some auto parts cross the border eight times before they’re put in the final vehicle.” For instance, some basic steel might be shipped from Mexico to the US, where it is molded into a carburetor part and then that piece is shipped to Canada where the carburetor is produced before being shipped to Mexico to be installed during final assembly after which the car is ultimately sold in the US. “The tariffs would apply each time parts cross the border,” Stanford said. “That 25% would be compounded on each step. The impact on costs would be astounding.” Stanford said it was wrong for Trump to suggest that Canada and its automakers would pay for those 25% tariffs. “By and large, that’s false. It’s clearly going to raise auto prices in America. It is Americans who will directly pay for it. There’s no doubt about that.” Economists note that one result of sizable tariffs is that consumers ultimately fork over more money to the government when they buy imports and that overall leaves consumers with less money to buy goods, and that hurts manufacturers and retailers. Noland, of the Peterson Institute, noted that Trump and other supporters of across-the-board tariffs “claim it will aid industrial revitalization. What we found is it actually tends to have the opposite effect. It tends to damage the industrial sector by decreasing efficiency in production relative to other countries.” When Trump hit China with tariffs during his first term in office, China retaliated in particular against US agricultural exports, hurting American farmers. Noland predicted that if Trump again slaps tariffs on China, farmers would again get hit by retaliation. Eswar Prasad, a Cornell University expert on trade policy, warned that Trump’s tariffs will have additional undesirable effects. “US exporters will face a particularly tough time, as they are likely to face rising tariff barriers in their foreign markets,” Prasad said. “In addition, tariffs are likely to drive up the dollar and reduce the competitiveness of their exports in global markets.” He added that the looming threat of tariffs and the unpredictability of what they will be is “fomenting enormous uncertainty in the global business environment, which is harmful for business investment and job creation”. Stiglitz sees another worrisome downside to Trump’s tariff plans and the likely retaliation against the US. When central bankers see inflation climbing due to tariffs, “central banks will raise interest rates,” Stiglitz said. “That has a chance of leading to the worst of possible outcomes – interest rates going up with stagflation, interest rates going up in the face of a weak economy.” In some ways, Stiglitz explained, this would prove counterproductive to one of Trump’s goals for tariffs: to have them help pay for “Trump’s tax cuts for billionaires”. “If growth slows down, tax revenues will slow down,” he said. David Seif, Nomura’s chief economist for developed markets, said several Trump policies, including tax cuts and reduced regulations, could help offset tariffs’ harmful effects on economic growth. But because of Trump’s tariffs, he said, “there is likely to be higher inflation this year than there otherwise would be, and that might limit the Federal Reserve to a single rate cut this year.” That would undercut Trump’s hopes of getting the Fed to rapidly cut rates. Seif said the Trump administration seems to be considering two waves of tariffs – a near-term wave, for instance, to get countries to slow the flow of immigrants and fentanyl to the US. Then he sees a longer-term wave of perhaps large, across-the-board tariffs aimed at generating revenue and strengthening US manufacturing. But economists warn that with the US near full employment – the jobless rate is just 4.1% – it could be hard to find enough workers to significantly expand the manufacturing sector, especially when many immigrant workers face deportation. Lindsay Owens, executive director of the Groundwork Collaborative, a progressive policy thinktank, said it was hard to predict what will happen on tariffs because “there is a kind of war going on in the Republican party between where the Maga folks are on trade and where the chamber of commerce is.” Owens said many people are asking, how do Trump’s tariff policies, which will probably result in higher costs for consumers, square with his promise to lower prices? She warned that tariffs will hit less affluent Americans hardest because they “spend a disproportionate amount of their income on consumption”. Owens noted that Trump advisers have talked up how tariffs will help US workers while also helping finance trillions in tax cuts for the rich. “If these tariffs are to pay for tax cuts for billionaires,” Owens asked, “doesn’t the supposed benefits that tariffs have for the working class get canceled out somewhat?”

Lindsay Owens Sat, February 1, 2025 at 8:00 AM EST It’s barely been two weeks, but Elon Musk’s attempts to run the federal government like one of his businesses have already resulted in a level of chaos and inefficiency we’ve never before seen in Washington. Earlier this week, the White House took a page straight out of the so-called Department of Government Efficiency’s playbook and attempted to freeze federal funding for SNAP, Medicaid and other programs working families rely on — a move so disastrous that the courts intervened and the administration had to reverse course. Musk and his allies have also been busy firing the federal workforce, offering “deferred resignations” and replacing longtime civil servants with his personal lackeys. The Office of Personnel Management, the key staffing agency for the entire federal government, is being run by a cadre of Musk cronies. And Friday, the highest-ranking career official at the Treasury Department, David A. Lebryk, reportedly resigned after refusing to hand Musk’s lackeys the keys to the government’s entire payment system and the $6 trillion in payments the system processes annually. The Treasury’s payment system is responsible for delivering trillions in Social Security payments, Medicare benefits and more to millions of Americans across the country. It’s not yet entirely clear what Musk plans to do with this system, which has historically been overseen by a small number of career officials. But a few possibilities have emerged. First, accessing the Treasury’s payment system could be a path to freezing government funding, as the administration attempted earlier this week. Musk could halt payments to programs like Medicaid, Meals on Wheels, Head Start and more, maneuvering around the courts. Musk has already directed his engineers to find ways to turn off the flow of money to programs he and President Donald Trump oppose. With the keys to the Treasury’s payment system, he can unilaterally cut off these funds right at the source. Musk could also get his hands on the “Do Not Pay” system that lists individuals or contractors the government has blacklisted, theoretically granting him control over whom the government does business with. Government contracts have been central to Musk’s $400 billion net worth; his companies have signed billions of dollars’ worth of government contracts. He could easily place his rivals on the Do Not Pay list or turn the spigot back on for friends who have been blacklisted. While the Trump administration has sworn up and down that it will not touch Social Security and Medicare, it’s hard not to question whether this access would put these payments right in DOGE’s crosshairs. Initially, Musk pledged that DOGE would cut $2 trillion from the federal budget. Achieving that goal is nearly impossible without going after Medicare and Social Security. And though Musk has since tempered expectations on the commission’s cost-cutting goals — saying there is “a good shot” at cutting $1 trillion — even a reduction of that size would do incredible damage to our country’s social safety net. Nor is Musk chasing these cuts for their own sake. He’s helping congressional Republicans attempt to pay for a new round of tax breaks for corporations and the ultrawealthy — including Musk himself. It’s nice to believe in a fantasy in which Musk and DOGE work alongside civil servants to improve technology and services for Americans and save a few bucks along the way. But all evidence points to the contrary. The richest man in the world, whom no one elected to any government position, is seeking unprecedented access to confidential information, including information pertaining to his own business interests, and seems hell-bent on cutting off as much funding as possible for the programs that matter to the rest of us. Luckily, Americans see right through this grift. An AP-NORC poll found that 52% of Americans have an unfavorable view of Musk — and less than a third of Americans approve of DOGE. Americans don’t want an unelected and unaccountable billionaire dictating what working families can and cannot afford. Elon Musk Wants to Pay for His Tax Cuts With Your Social Security and Medicare Lindsay Owens Fri, December 20, 2024 at 10:30 AM EST President-elect Donald Trump hasn’t even taken office, and congressional Republicans are already taking cues from Elon Musk and Vivek Ramaswamy and the pair’s new playground, the Department of Government Efficiency, or DOGE. GOP lawmakers immediately lined up against the original short-term government funding bill released this week after Musk voiced his opposition. On top of that, a group of extremist Republicans, led by Sen. Rick Scott and Rep. Andy Harris, is fighting to ensure that the fresh round of tax cuts Republicans have planned for Musk when Trump’s 2017 tax law expires are paid for with $2.5 trillion in spending cuts on programs Americans rely on chosen by — you guessed it — Musk. Republicans have made their plan for the new year crystal clear: Ram through massive tax giveaways for the ultra-wealthy and corporations, and pay for them by shaking down programs and agencies that working families rely on. And they’re putting unelected and unaccountable oligarchs — Musk and Ramaswamy — in charge of deciding how much pain Americans will have to tolerate so that the rich can get richer. Contrary to Musk and Ramaswamy’s claims that DOGE will put money back in taxpayers’ pockets, nothing laid out in DOGE’s scattershot plans shows any serious understanding of improving efficacy and efficiency. Rather, it’s just the latest iteration of conservatives’ decades-long crusade to, as Grover Norquist famously said, reduce government “to the size where I can drag it into the bathroom and drown it in the bathtub” — combined with their perennial obsession to cut Social Security benefits for seniors. We’ve seen this before. In the 1980s, President Ronald Reagan spearheaded the Grace Commission to cut federal spending. The committee put together more than 2,500 recommendations, but virtually none of them were taken up. This isn’t even the first time Trump himself has tried this scheme. During his first term, he tapped billionaire Carl Icahn to tackle government inefficiencies. Icahn lasted seven months before resigning for allegedly rewriting regulations to benefit his Texas-owned oil refinery. And now, Musk and Ramaswamy are being given free reign to decide what programs they can cut to fund their own tax cuts, all while Musk himself benefits from billions in government subsidies. DOGE is quickly becoming the GOP’s political cover to blow a hole through the budgetwhile tearing down popular safety net programs they’ve crusaded against for decades. It doesn’t take much more than simple math to realize that DOGE’s empty promise to curb government inefficiencies by cutting $2 trillion from the federal budget is nearly impossible without going after Medicare and Social Security given the way our federal budget is actually allocated. In fact, while Trump studiously avoided supporting unpopular policies like cutting Social Security during his 2024 campaign, Musk, Ramaswamy, and DOGE’s unofficial think tank, the ultra-conservative Cato Institute, are already planning to “shrink Social Security,” slash benefits, cut the Social Security cost-of-living adjustments that ensure seniors’ benefits keep pace with inflation, raise the retirement age, and more, according to the plans laid out in Cato’s DOGE manifesto. Lawmakers on both sides of the aisle can agree that there are many tax-funded tools Americans rely on that need improvement. If DOGE truly existed to improve government efficiency and cut wasteful spending, they would of course start by recommending that Trump hold off on another round of costly tax cuts for the wealthy. They would also advocate for a better-funded IRS to continue its efforts to collect billions of dollars from tax cheats and expand the hugely popular Direct File program to help more people file for free. In fact, they could even meet the public where they are and recommend raising taxes on the ultra-wealthy to pay for priorities like education, health care, and Social Security — some of the federal government’s biggest ticket items. But that’s not the point of DOGE. Instead, if Republicans get their way, we could end up with no health care for veterans, no Medicare, and no Social Security, while the members of Trump’s billionaire boys club rake in tax handouts paid for by teachers, nurses, and firefighters. Here’s the good news: Like the commissions of Christmas past, Musk and Ramaswamy are setting themselves up for failure. Americans can see this scam for what it is. Polling shows the commission is already underwater among Americans. They know that once Musk and Ramaswamy’s checks clear, they’re going to turn around and try to tell Americans that we can no longer afford to cover their Medicare. Americans know that we could have the best schools, hospitals, and roads in the world if conservatives weren’t constantly doling out tax giveaways to the ultra-rich and starving our communities of resources, which is why four in five Americans support raising taxes on the rich. Working families don’t need a pair of ultra-rich tech bros to tell us where their priorities lie. When Musk and Ramaswamy fail to come up with a plan to make life easier and more affordable for working people, they’ll do what ultra-wealthy scammers do best: drop everything and move on to their next grift. News from EPI Federal funding freeze risks throwing the U.S. economy into chaos Statement • By Samantha Sanders and Josh Bivens • January 28, 2025 The White House Office of Management and Budget (OMB) has issued a memo blocking the disbursement of all federal grants and loans as of today. This sweeping order was originally interpreted to have an immediate impact on more than 2,600 federal programs ranging from funding for apprenticeship and job training programs to scientific research grants, causing widespread chaos and confusion. OMB’s hastily issued follow-up guidance appears to attempt to walk back or explain away the scope of the initial announcement, and names several programs—including Medicaid—that should not be affected by this freeze. OMB also appears to want to assure all agencies that the pause will merely be a brief and timely review period, likely because they realize the chaos the initial directive has caused. The follow-up guidance reiterates that funding should only be impacted if a program’s functions have implications under one of seven sweeping executive orders issued by President Trump last week, which expressed aims of ending use of federal dollars to promote “Marxist equity, transgenderism, and green new deal social engineering policies.” It is hardly any wonder that this mishmash of bigoted and nonsensical policy aims led to widespread confusion. The executive orders themselves are so broad in their aims that it’s easy to see how many federal programs—particularly those that may affect environmental research, women’s health, or be geared toward supporting low-income families—could all come under political scrutiny and threat under this review if they happen to dare naming “improving racial and gender equity” or “environmental justice” as a program goal. The very near-term economic impacts of a federal grant freeze are still unknown but will likely be severe, showing the extent of the Trump administration’s recklessness actions. They have also thrown state and local governments, nonprofit organizations, and service providers into disarray as they attempt to figure out what the impact on their programs will be after today. Even if the “pause” on disbursing the funds proves short, critical services covered by these funds still need to be provided around the clock all across the country. Rural hospitals, tribal governments, public schools serving primarily low-income students, research laboratories, nursing homes, and more all rely heavily on federal funding streams. Paused payments or frozen grants mean that services are not being provided, supplies are not being purchased, and people are not being paid—and not just public-sector employees, but also private-sector employees whose jobs are made possible by federal purchasing power. In the long run, let’s suppose that each program needs to undergo a lengthy and politically fraught review process outlined in the White House memo, and the “pause” becomes a freeze that stretches on for more than just a few days, or expands to encompass more programs. In that case, the economic consequences of a federal funding freeze of this magnitude would be catastrophic and guaranteed to cause a steep recession. The federal government gives $1 trillion in grants to state and local governments alone, for everything from physical infrastructure and public safety to health and social services. Removing this money from the economy would represent a huge economic shock. A long-term freeze on spending would also fatally compromise the valuable work done only by the federal government and heavily relied upon by the private sector. For example, will National Institutes of Health (NIH) medical trials aimed at detecting and thwarting the next pandemic or providing cures for cancer be defunded? Will economic data collection—which provides the backbone of private-sector investment plans—no longer happen? Will there be a rolling series of shutdowns of college and universities that will thwart the upward ambitions of the current generation of young Americans? Nothing about this policy is aimed at improving people’s lives, or “aligning spending and action with the will of the American people,” as the memo from OMB Acting Secretary Matthew Vaeth claims. It’s a bizarre ideological witch hunt that the vast majority of Americans just couldn’t care less about. However, average Americans willquickly care about the impacts if their local public services are fatally compromised as collateral damage for the Trump administration’s political agenda. Rising temperatures come with several feedbacks, one of which is deformation of the Jet Stream. As a result, the movement of heat toward the Arctic can at times be accelerated abruptly by strong longitudinal wind, accompanied by sudden acceleration of the Gulf Stream and its extension northward, as also illustrated by the image on the right with a forecast for February 3, 2025 06Z, of wind speed at 250 hPa (Jet Stream). According to nullschool, the temperature is forecast to reach 0.2°C (32.4 F) at the North Pole (green circle) on February 2, 2025 14:00 UTC, as illustrated by the image below, which displays both temperature and wind at 1000 hPa.  The image below shows a temperature of 2.1°C (35.7°F) forecast to hit the North Pole (green circle) on February 2, 2025 17:00 UTC at 1000 hPa (left panel) and 0.9°C (33.5°F) at surface (right panel).  As Arctic sea ice loses volume, this diminishes its capacity to act as a buffer that consumes ocean heat entering the Arctic Ocean from the North Atlantic. This means that less incoming ocean heat can be consumed by melting the sea ice from below, resulting in higher temperatures of the water of the Arctic Ocean. 
These are many feedbacks that come with rising the temperatures, and they can contribute strongly to the further acceleration of the temperature rise. One example is more water vapor ending up in the atmosphere, as illustrated by the image below.  The image below shows Arctic sea ice extent up to January 31, 2025, when it was at a record low for the time of year.  During the first few months of the year, Arctic sea ice is still growing in extent. In the above image, the red line and red marker shows 2025 sea ice extent. Dots mark Arctic sea ice extent on January 19 for the respective year and Arctic sea ice extent was at a record low for the time of year on January 19, 2025, despite La Niña conditions. A new El Niño may emerge in the course of 2025, while both Arctic sea ice extent and volume are at record low, while numerous self-reinforcing feedbacks are kicking in with accelerating ferocity and while further mechanisms drive up temperatures such as high sunspots. Such a combination of mechanisms could cause a huge temperature rise and a Blue Ocean Event in 2025, threatening huge amounts of methane to erupt from the seafloor. A huge temperature rise Copernicus issued the January 31, 2025 temperature anomaly, as illustrated by the image below.  With all data available for January 2025, the average monthly temperature anomaly can be calculated. For January 2025, the temperature anomaly is 0.79°C above 1991-2020, higher the annual 2023 temperature anomaly of 0.6°C above 1991-2020 and higher also than the annual 2024 temperature anomaly of 0.79°C above 1991-2020. Warnings about the potential for a huge rise in temperature have been sounded before, e.g. see the extinction page and the image below with daily data and added trends.  While La Niña conditions are definitely present in January 2025, the La Niña is expected to be short-lived. Temperatures are typically suppressed during La Niña. Despite temperatures being suppressed, the global surface air temperature reached 13.29°C on January 26, 2025, the highest temperature on record for the time of year, according to ERA5 data. Temperatures keep rising, as indicated by the trends added to the data, despite La Niña. Will a new El Niño emerge in the course of 2025?
